  1. Department of Public Safety Occupant Emergency Plan (OEP) and Continuity of Operations Plan (COOP) orientation

  2. Department of Public Safety The Southern Illinois University Carbondale Department of Public Safety provides guidance to department leaders regarding emergency response. An Occupant Emergency Plan (OEP) helps facility leads plan for and respond to an emergency impacting the building. The OEP provides life safety information. These documents are stored by the Department of Public Safety and facility leadership. OEPs should be routinely reviewed by impacted staff. Continuity of Operations Plans (COOP) are plans designated for the continuation of essential services during or immediately after an emergency or crisis. COOP plans help leaders reconstitute services in the event of a major impact on a facility, staff, or operations.

  3. Department of Public Safety OEP Department head, facility manager, or designee completes; this person is the point of contact. Building Liaison Occupant Emergency Plan is designed to guide staff members through various emergency incidents. Plans are linked to the All Hazards Plan Plans are stored in a secure manner at the Department of Public Safety and at the Department.

  4. Department of Public Safety OEP Identifies public address locations, if available. Designates responsibilities and messaging to be provided (what happens if there is a gas leak, etc). Identifies emergency evacuation options, including points of assembly, shelter-in-place locations, etc Identifies areas of rescue assistance (what is the plan for those with accessibility concerns) Outlines fire response procedures (identifies hazards and notification protocols)

  5. Department of Public Safety OEP Provides procedures for responding to an injury, illness, or death within the facility. Outlines reporting responsibilities for reporting missing students, staff, or others Provides a response to other emergencies, such as a gas leak, power failure, loss of water, loss of telephone service, and heat or air conditioning issues Outlines procedures associated with reporting problems with the access or key control system

Identifies response protocols for dealing with verbal and/or physical threats Identifies response protocols for dealing with bomb threats, terroristic threats, an active shooter situation, or a hostage situation Includes reference guides

Department of Public Safety COOP COOP planning at SIU utilizes an all-hazards approach, meaning that this document applies to a full range of circumstances, from a short-term, localized event to a long-enduring regional emergency that may impact multiple facilities and applies to natural disaster events as well as man-made threats. The COOP guidance ensures departed are prepared to respond to, recover from, and mitigate against the impacts of a continuity event, and are prepared to provide mission-essential functions in an environment that is threatened, diminished, or incapacitated.

  8. Department of Public Safety COOP COOP planning requires a written description of the department. How many personnel? What services provided? What is the impact if the department is not operational? Identifies responsible parties, including leaders, facility managers, and the department hierarchy. Provides a call tree.

  9. Department of Public Safety COOP Identifies essential functions vital to providing service and ranks those services based on their essential nature and the time it takes to recover services. Essential functions are defined as those functions that enable the University to provide vital services, maintain the safety and well-being of the students, faculty, staff and visitors to campus, and sustain the University s economic base in an emergency. Tier I: Essential functions that must reach operational status no later than 12 hours after activation. Tier II: Essential functions that must reach operational status within 12 to 72 hours and are able to sustain operations for a minimum of 30 days. These functions may be dependent on the operational status of Tier I functions. Tier III: Essential functions that must reach operational status within 72 hours to two weeks. Tier III functions may be dependent on the status of Tier I or II functions, or may simply have less criticality. Tier IV: Two weeks to 30 days. Functions that could be postponed until all functions in Tiers I, II and III are fully operational. Tier V: Functions that can be suspended for 30 day or more days.

  10. Department of Public Safety COOP Identifies vital records and systems necessary to perform essential functions and activities. Vital records are records, files, documents or databases, which, if damaged or destroyed, would cause considerable inconvenience or require replacement or recreation at considerable expense. Identifies the number of essential staff that would be required to perform identified essential functions in the event relocation is needed. Identifies the products and services upon which the department depends and the internal departments that provide them.
