Changes in eduGAIN Governance and Future Directions
The governance model of eduGAIN is evolving to address current challenges and improve decision-making processes. The shift includes the introduction of an Executive Board, Steering Committee, and Assembly to enhance efficiency and involve key stakeholders. The new structure aims to streamline decision-making, enhance collaboration, and ensure a more inclusive approach to governance within eduGAIN.

Current model: Steering Group with 150+ FedOps representatives eduGAIN service team Downsides eduGAIN itself is slow to make decisions and necessary changes to its service model and other technological advances No direct link between the GN-project and the eduGAIN governance Not much input from member Federations

4 | GEANT.ORG Steering Committee (eSC) Composition: 7 individuals of which; at least 4 are eduGAIN Delegate/Deputy 2 seats can be from the broader community eduGAIN Service Owner (ex-officio, acts as vice-Chair) The committee appoints Chair
5 | GEANT.ORG Steering Committee Responsibilities: Proposing changes to the eduGAIN Declaration and Constitution for vote by the eduGAIN Assembly. Discussing and approving changes to the eduGAIN Technical Profiles and supporting technical documentation after consultation with appropriate parties. Approving updates and changes to the eduGAIN Strategy and Workplan. Making decisions on metadata peering relationships, e.g. exchanging metadata with other trust infrastructures. Reviewing membership of new Federations and making recommendations to the eduGAIN Assembly. Approving the disqualification or temporary suspension for Member Federations as described in section 3.5 of the eduGAIN Constitution. Appointing the Chair and non-voting invited observers to the eSC. Approving, supporting and chairing eduGAIN Working Groups.
6 | GEANT.ORG Assembly All eduGAIN Delegates/Deputies Chaired by eSC Chair Responsibilities: Voting in Member Federations, Voting on changes to the eduGAIN Declaration and Constitution, and Voting for membership of the eduGAIN Steering Committee May call for a veto on decisions made by the eduGAIN Steering Committee with support from a simple majority of eduGAIN Member Federations.
