  3. Tourism Safety: Current Reality South Africa lost 5 places in the 2017 edition of the World Economic Forum Travel & Tourism Competitiveness Report. Recent increase in tourism crime related incidents. SANDF deployment in Western Cape urban areas. Tourism is one of the fastest growing sector within the Western Cape. Crime against tourists is impeding tourism by significantly damaging a the Western Cape s brand which is having disastrous consequences for the provincial economy on attracting visitors, therefore a loss in visitors impacts tourism expenditure & GGP & Jobs. 3

  4. Vision Vision: To make Cape Town and Western Cape one of safest tourism destinations in the world Why are we doing this? To reduce the risk of crime impacting significantly on the role Tourism plays in job creation and economic growth. 4

  5. Objectives 1. Drop in tourist related crimes in the Western Cape. 2. Enhanced Western Cape Brand Image specific to crime incidents affecting tourists. 3. Multi stakeholder platform bringing public sector and private sector players together. 4. Increase confidence levels amongst public in the role of government. 5. Developing a best practice model for crime reduction that can be replicated in other provinces. 6. Tourist Safety & Security Tech Platform Form a formally structured, multi stakeholder and collaborative safety forum Develop a comprehensive communication strategy integrating all important stakeholders. Identify synergies to enable funding of cross- platform initiatives and skills developments. Establish a multi- stakeholder enforcement task team Provide assistance and support to tourist in distress Identify innovative technologies that can act as an enabler to help address and solve core tourist safety risks. Effective Data Tracking & Measurement System That which cannot be measured cannot be managed The more superior the quality of the data, the greater the insights derived, the more successful the interventions with increasingly tangible benefits 7

  8. Lever 1 Tourism Safety Forum 1. Tourism Safety Forum Ecosystem Seminar Biannually with next one taking place in October 2019 A formally structured, multi stakeholder and collaborative safety forum will be formed. Working to reconvene the TM Safety Forum and Operational Meetings in partnership with SAPS, SANPARKS & Metro Police SANPARKS has commenced with biweekly operational meetings as of August 2019. All stakeholders to be represented, such as: Wesgro, Cape Town Tourism, FEDHASA, SATSA, SAACI, AAVEA Tourist attractions (Big 6) CapeNature & SANPARKS Enforcement authorities (SAPS, CCID, NHW, Metro Police, NPA) Tourism transporting mechanisms (Uber, Taxi, Hop on/off, ACSA, Car rentals) Communities & Public Sub forums to be formed addressing specific risks as they emerge Communications Task Team Tech sub forum 8

  9. Lever 2 Enforcement Task Force Establish a Tourism Safety priority subcommittee at ProvJoints: Integrated operational model is being finalised for TMNP between SAPS/SANPARKS/CoCT 2. Enforcement Task Force A multi-stakeholder enforcement task team to be established In a recent workshop held by DOCS it was decided that Tourism Safety will be proposed to the ProvJoints as a subcommittee of the Priority Committee of Prioritised Crime. This decision is still to be ratified by ProvJoints. Professionally managed 24/7 Formally endorsed by SAPS Partnership with NHWs and other community policing initiatives Partnering with NPA to enforce prosecution Operational models for dedicated tourism law enforcement unit are being considered for critical risks (e.g. CBD & Table Mountain). 9

  10. Lever 3 - Tourist Safety Response DEDAT s current Tourism Safety and Support Programme (TSSP) provides assistance to tourists in distress. Emergency Preparedness & Readiness 3. Tourist Safety Response Assessing and developing the safety and security preparedness of all tourist attractions within the Western Cape, such as: Big 6 Tour operators Other tourist havens (RIM etc) Objectives of TSSP are: Practical support for tourists in need. 24-hour response capability, 7- days a week. Facilitation and liaison with all key role-players and tourism stakeholders. Awareness and lobbying. Intervention or representation at different levels. Assisting and supporting a tourist in distress leaves a positive impression on the tourist and has the potential of eradicating any negative impact they have experienced. and emotional Enhance relationships with consulates and embassies Consular briefings to be held regularly to address topical tourist related risks Seek synergies to address tourist safety needs. Serve as a source for data gathering. Expanding TSSP by aligning with similar initiatives like Cape Town Tourism s Band Aid programme. We are procuring uniforms for the Safety Officers. We are procuring antitheft backpack covers for tourists. We are establishing victim support for tourists. Exploring the possibility of a call centre service or partnering at the TMC (Traffic Management Centre) 10

Lever 4 - Tourist Safety & Security Tech Platform Tourism Safety Tech Forum has been established Match the solution providers to the custodians of the initiatives/programmes addressing the challenges faced 4. Tourist Safety & Security Tech Platform First forum has been held Provide a meeting place for techies to present viable solutions Forum to include proper representation by law enforcement parties to assess the viability of solutions presented A tech tool is currently being developed by DEDAT that will allow incidents against tourists to be logged via a simple app. This will allow for data gathering and data intelligence. E.g. (Panic button, Kazala NW app, Telegraph etc.) Identification of innovative technologies that can act as an enabler to help address and solve core tourist safety risks. 11

  12. Lever 5 - Tourism Safety Communication The Communication objectives are: Build awareness of Tourism Safety among all stakeholders Secure the commitment and buy-in from all stakeholders. Influence specific policies or policymakers around key aspects of Tourism Safety for Cape Town and the Western Cape as a Tourism Destination. Encourage participation among researchers or partner bodies. Assess the brand image of Western Cape as a tourist destination by developing a tool to measure the perception of safety and security affecting tourists and monitoring it periodically 5. Tourism Safety Communication Strategy A comprehensive communication strategy integrating all important stakeholders government, businesses, tourism associations, industries and communities across the tourism value chain We have done a provincial wide survey via all RTO s/Districts/LTO s on safety related issues Develop a communication strategy addressing the most pertinent and consistent theme across the province Tourism Safety Communication Task Team consisting of key tourism stakeholders will be established Tourism Safety Communication Plan has been developed and is being implemented Safety FAQ s have been developed for international trade and tourists. Visitors safety tips to be distributed across the province/Airbnb/attractions Car rental agencies 12

  13. Lever 6 Tourism Safety Interventions and Partnerships Tourism Signage Audit to verify and raise the standard of signage across the province. Commencing with 2 towns this year. Collaborating with and leveraging the support from National Department of Tourism for the Tourism Safety Monitors pilot to take place in WC Programme and in the National Tourism Safety Forum. 6. Tourism Safety Interventions and Partnerships Identification of synergies to enable funding of cross-platform initiatives and skills developments Developing partnerships with organisations such as Table Mountain Watch to integrate community as solution owners e.g. (Safe Zones). 100 Tourism Monitors have been deployed at TMNP and 100 more will be deployed across the province by November 2019. Exploring funding opportunities such as: Table Mountain Fund WWF World Trail fund Global Ambassadors Fund Working with communities affected with crime and tourism to drive social inclusion and SMME creation.

That which cannot be measured cannot be managed Geo spatial mapping. Gather data on all tourist safety incidents. The more superior the quality of the data, the greater the insights derived, the more successful the interventions with increasingly tangible benefits Trend analysis and trend reporting. Encourage accurate reporting. Provide Establish relationships with various entities to enhance data sharing. measurement tools for safety initiatives. Assist in the development of structures to handle and manage unpredictable and unexpected events. 14
