Operation Thunder, initiated on 11th May 2018, strategically deploys personnel to identified hotspots in Western Cape to combat crime. With the establishment of base camps, it aims to improve community relations, encourage crime reporting, and enhance safety perceptions in targeted areas through increased police presence and rapid response capabilities.

OPERATIONAL CONCEPT 4 Operation Thunder commenced on the 11th of May 2018 Thisoperation has at its core a geographical and targeted approach focussing on dominating specific hotspot areas and identified individuals It involves the deployment of 257 personnel from the Public Order Policing environments nationally to 9 identified stations in the Western Cape Deployment of operational personnel: Mitchells Plain Cluster Mitchells Plain, Philippi and Steenberg Nyanga Cluster Manenberg, Elsies River, Bishop Lavis and Philippi East Blue Downs Cluster Ravensmead Worcester Worcester Cluster Roving team The establishment of four (4) strategically placed base camps: Lavender Hill in Steenberg (corner of Military and Saint Christopher Road) Uitsig in Ravensmead (corner of Arum and Aster Street) Phillipi East (Stock Road) Tafelsig in Mitchells Plain (AZ Berman Road)

  6. 6BASE CAMPS BASE CAMPS ARE INTENDED TO: Ensure an operational presence (24/7) in the specific identified hotspots Intended to create an operational hub and be a centre of tactical convergence Integrate operational forces including Metro, Traffic and Law Enforcement BASE CAMPS ARE FUNCTIONALLY RESPONSIBLE FOR: Managing of deployments Ensuring rapid response to incidents Securing of crime scenes Ensuring command and control BASE CAMPS CONTRIBUTE TO: Improving relationship with communities Allowing information to be volunteered Creating conditions where communities are more comfortable to report crime Enhancing perception of safety in identified hotspot areas Providing an additional policing presence in identified hotspot areas

INVESTIGATIVE IMPACT (POCA) 23 Prevention of Organised Crime Act (POCA) No. 121/ 1998: To introduce measure to combat organised crime, money laundering and criminal gang activities; to prohibit certain activities relating to racketeering activities; to provide for the prohibition of money laundering and for a obligation to report on certain information; to criminalise certain activities associated with gangs; to provide for the recovery of the proceeds of unlawful activity .

INVESTIGATIVE IMPACT 24 In the Blue Downs Cluster highlighted major POCA investigations/inquiries: Investigation 1: - A total of 240 cases identified and linked - NPA currently formulating charges Investigation 2: - A total of 236 cases identified and linked - NPA currently formulating charges In the Worcester Cluster highlighted major POCA investigation/inquiries: Investigation 1: - A total of 6 cases identified and linked - Currently with NPA for decision Investigation 2: - Referred for possible asset forfeiture (Chapter 6)

  28. 28WAY FORWARD Currently we are still experiencing challenges within certain hotspot areas, specifically relating to gang conflict and gang violence Operational approach going forward: enhance the operational functioning of the base camps focus on the identified high crime volume and incident hotspots strengthen our crime prevention capability deploy more operationally ready personnel those with specialized training step up our intelligence driven operations maximize our deployments based on crime patterns recruit and actively strengthen our informer network strengthen our gang investigation capability
