Commercial ISPs F/O line owners are a tough competition High cost of laying f/o lines (5 000.00 Euros for 1 km). ADMINISTRATIVE NRENs are not involved in CAREN decision-making mechanism. No real partnership between CAREN management and NRENs. Management goals do not comply with NRENs interests.

Conduct extensive informational and expository work among Universities concerning the advantages of connection to GEANT network 3. Stir up bilateral & multilateral cooperation with Central Asian NRENs 4. Strive for conformity of CAREN2 management model with objectives and problems of Central Asian NRENs 5. Revise the items of expenditure of CAREN2 budget in order to guarantee Central Asian NRENs equal commitment degree to Project realization
