  3. There may be separate Player Agents to oversee individual divisions. The player Agent may not manage, Coach or Umpire in the division he/she has authority, unless the local league has received written permission from Little League international.

  7. Regulation II(a) Regulation II(a) - Each league shall determine actual boundaries of the area from WITHIN which it shall select players. Only those participants whose residence or physical location of the school where they attend classes is within the boundaries of the league shall be eligible to participate. Residence, for the purposes of this regulation, is defined in "Residence and School Attendance for the purpose of this regulation, are defined Residence and School Attendance Eligibility Requirements".

  8. Proof of Residence Little League requires proof of residence or school attendance within the league's boundaries at the time the player registers. Players and their parents/guardians are advised that a false statement of residence may lead to ineligibility to play Little League Baseball or Softball. UNDER NO CIRCUMSTANCES does ANY person have the authority to grant a waiver that allows a child to play in a local Little League program IN ANY DIVISION, when that child does not qualify under the following requirements residency requirements.

  9. Residence Eligibility Requirement Residence shall be established and supported by documents dated February 1, 2020 to February 1, 2021. One document from each group is required to determine residency of such parent(s) or guardian Group One Group Two Group Three Driver s License Welfare/childcare records Voter s Registration School records Federal records Utility bills Vehicle records State records Financial records Employment records Local records Insurance documents Medical records Support payment records Internet, cable, or satellite records Homeowner / tenant records Military records

  10. Registration based on School Enrollment Official/Certified school enrollment record dated prior to October 1, 2020 A Little League-issued school attendance form completed by the principal, assistant principal, or administrator authorized to sign on behalf of the school

  11. Out of Boundary Players Does he/she qualify for a: -Regulation Il(d) waiver -Regulation IV(h) waiver If they DO NOT qualify for either waiver, provide them with contact for their proper league and they must register there Does the Board wish to request a Charter Committee waiver?

  12. Regulation II(d) Player may be retained after either moving, or having boundaries changed, if of major league, minor league or Tee ball status. Siblings whose brother/sister meet the above criteria may also be retained. Player may be retained for the remainder of their Little League career NOTE: A player who qualifies and elects not to participate for a season may not be retained in subsequent seasons.

  13. Regulation IV(h) If previously lived within the league boundaries for two years while serving as a dedicated coach, manager or board member for two years, his/her son(s) and or daughter(s) may tryout and be selected by teams in that league provided: Such service to the league has continued Subject to written agreement with league whose boundaries they currently reside Supported by recommendation of the DA League maintains form and documentation, Must be updated annually

  14. II(d) & IV(h) Processing Procedure League player agent must fill out the form and compile residency requirement documentation from previous residence. President verifies that the player meets the conditions of Regulation Il(d) or IV (h). President must see documentation before signing it. DA verifies documentation meets the Regulation League maintains form and documentation for duration of players career & provides copy to parent If player is selected to the tournament team, the form and residency documentation must be carried with tournament packet

  15. Processing Procedure for a Charter Waiver Local League Board votes to request waiver President writes a letter, detailing the request. Supporting documents are attached and forwards to the District Administrator DA provides his/her recommendation and forwards to the Regional Office Regional Office sends waiver to the Charter Committee Charter Committee will inform Regional Office of their decision, Regional Office will inform the DA

  16. Player Tryouts Have multiple tryouts Review league division eligibility Prepare a tryout list -Assign numbers to players -Organize by division -Draft numbers affixed to player for identification Provide copies to Manager / Coaches in attendance

  17. The Draft / Draft Plans Leagues must utilize draft methods outlined in the Operating Manual Leagues may submit an alternative method to the Charter Committee for consideration, prior to draft being held. Team Expansion and Reduction plans are outlined in the Operating Manual.

  18. Player Draft The selection of players for the various teams within a league shall be in compliance with the Little League Draft Selection System as detailed in the Operating Manual. NOTE: All candidates who are league age twelve (12) must be drafted to a Little League Major Division team or to a Junior League team. Exceptions can only be made with written approval from the District Administrator, and only if approved at the local league level by the Board of Directors and the parent of the candidate.

  19. Draft Plan A Existing teams from previous season remain intact with selection of new players being added to complete the team. The last-place team of the preceding season gets the first choice in every round of the draft, the next to last place team gets the second selection etc... Each player acquired shall, for the duration of their major league career, be property of the team making the acquisition, unless traded or released.

  20. Draft Plan B Total Redraft - redraft of previous season teams, held in two separate parts. First Part Returning players to major division are selected Second Part Players eligible through tryouts are selected to fill remaining rosters. Alternate Option- Instead of having two separate drafts, a league may elect to conduct a regular draft where, if a number of returning Major League players has not been drafted by the time that same number of draft picks remain, those returning players must be the only players eligible from that point forward in the draft.

  21. Draft Plan C Blind Draft Preliminary & Second drafts apply. Players separated by age Names placed in non-transparent container Individually selected at random and placed on team

  22. Draft Options Options must be given to the Player Agent 48 hours prior to the draft Brother / Sister Option Brother / Sister of player currently on team Sons / Daughters of Managers Sons / Daughters of Coaches

  23. Brother/ Sister Option Two or more siblings in the draft , first brother or sister is drafted Manager automatically has the option to draft the other brother or sister on the next turn Failure to exercise option makes the second sibling available to be drafted by any team

  24. Brother/ Sister Option of player currently on a team Manager may submit an option on a draftee if the player candidates' brother or sister is a member of the manager's team If an option is submitted, the Manager MUST draft the sibling within the first three draft selections.

  25. Sons/ Daughters of Manager If a manager has son / daughter eligible for the draft, must submit option in writing Manager must exercise option at or before specified round Parent / Manager option takes priority over any other option NOTE: Provisions also apply for managers having eligible brothers / sisters in the draft

  26. Sons/ Daughters of Coaches New coaches shall not be appointed nor approved until after draft Returning coach may exercise option through manager provided: Coach has served as a coach or manager (at any level) for the past two years AND Coach is returning to the same major league team as last year. NOTE: In order to exercise this option, the coach MUST qualify under BOTH conditions

  27. Draft Rounds (Baseball) If option is submitted for son / daughter of a manager or coach, candidate must be drafted in or before the following round: Draft Round Little League Intermediate Junior Senior 5 9-10 11 12 13-14 4 11 12 13 15 3 12 13 14 16

  28. Draft Rounds (Softball) If option is submitted for son / daughter of a manager or coach, candidate must be drafted in or before the following round: Draft Round Little League Junior Senior 5 9-10 12 13-14 4 11 13 15 3 12 14 16

  29. Trading Manager may trade a player up to 14 days after the first scheduled game. All trades must be through and with the approval of the Player Agent - Minor League players may not be traded for Major League players -All trades must be player for player -Trades involving a player for draft choices are not permitted All trades must be for a justifiable reason and approved by the local Board

  30. Team Registration / Release of Players Five days prior to the first game, each manager shall register with the player agent the number of players on the team Teams need to be monitored to ensure rosters are at proper levels Managers are required to inform the player agent if a player has been repeated absent.

  31. Player Replacements When a player is lost due to injury, illness, relocation or resignation -Manager shall advise the player agent ASAP -Player agent shall advise the President and Board -Manager reviews player list with player agent and selects replacement -Replacement player becomes a permanent player on the team NOTE- Failure of manager to report a vacancy should result in disciplinary action

  32. Roster Submission Once finalized , rosters must be sent to Little League International no later than 14 days after first game Rosters can be submitted through the Little League Data Center. It can be accessed from the littleleague.org homepage Roster can be submitted through Sports Connect or other licensed products Note: A Player who is injured must be on a roster at Little League International to be covered by Little League insurance. This is also necessary to get your leagues Safety Plan approved

  33. Roster Submission Player, Manager and Coach data must be supplied to Little League International Annually ALL rosters must be submitted to Little League International in Williamsport by April 1st, 2021 Regulation II(d) and IV(h) must be declared by that time too Changes to rosters can always be made to account for replacement players and divisions that start later that April 1st Final roster submission is June

  34. Tournament Players must play in sixty percent of regular season games to be eligible for tournament Player Agents should be monitoring this throughout the season, so there are not unhappy surprises when selecting your All-Star Teams The All-Star Selection Process is to be determined by your local league. Every league does not do it the same way. Selection procedure is usually found in the bylaws.

  35. League Resumption If a league is not operating a player from that league can play for another league. The District Administrator must sign off on each player If there is a late start to the season and minimum games played is not met a waiver will need to be submitted Not playing last season will not constitute a break in service Little League is not rewriting the age chart because we did not play last season. If you were League Age 12 last year you are League Age 13 this year
