Personnel Changes and Updates in Office of Self Governance

The Office of Self Governance has seen significant personnel changes and updates, including new appointments and shifts in roles. Wizipan Little Elk is now the Principal Deputy Assistant Secretary for Indian Affairs, with Joaquin Gallegos and Liz Appel taking on new roles as well. Several other key positions have also been filled with capable individuals. The team is gearing up for operations with refreshed personnel in place.

17. Contract Support Cost (CSC) CARES Act FY 2020 Update FY 2020 CARES CSC Paid to Date: $27,866,064 Additional funds being requested for remaining final payments. Paid to date represents 98% of CSC need being met. 39 Tribes remain unresponsive to OSG s CSC 2020 CARES data request. 17

18. Contract Support Cost (CSC) FY 2021 Update FY 2021 Paid to Date: $99,912,399 Additional funds being requested for remaining final payments. 65 Tribes remain unresponsive to OSG s CSC 2021 data request dated July 9, 2021. OSG cannot pay unresponsive Tribes CSC without FY 2021 data. 18

19. Contract Support Cost (CSC) American Rescue Plan Act (ARPA) FY 2021 Update Data request sent to Self Governance Tribes on October 28, 2021. 41 Tribes have not responded to the data request Funds have been requested by OSG to pay CSC to Tribes who have submitted ARPA CSC data. 19

20. Contract Support Cost (CSC) FY 2022 Update FY 2022 CSC received by OSG to Date: $27,464,000 OSG is starting to review data to provide initial CSC payments to Tribes. OSG cannot provide initial CSC to Tribes if FY 2021 data has not been received. 20

23. PROGRESS Act Negotiated Rulemaking Update The Negotiated Rulemaking Charter has been drafted and reviewed by Office of the Executive Secretariat and DOI FACA attorney. The Committee cannot officially meet until the Charter is signed by the Secretary and filed with GSA. Appointment letters for Tribal and Federal Committee members have been drafted and are ready for distribution. Per RACA, all DOI Advisory Committees will meet virtually in 2022. Negotiated rulemaking website has been requested and is in the process of being created. 23

PROGRESS Act Federal Rulemaking Update Before the Committee can convene, next steps are: Federal Register Notice for Establishing Negotiated Rulemaking Committee with a 15-day comment period drafted for publication After the comment period has expired, IA/OSG can seek the Secretary's signature on the Charter and file with GSA to make the Committee official. (Committee cannot convene until Charter is filed). Federal Advisory Committee Act requires announcements of public meetings by Federal Register Notice. 24
