Existing practices (1) Multi-level governance to tackle extreme events MAP Emilia-Romagna (Italy) Rural proofing MAP Estonia Provere networks |Aldeias do Xisto and iNature MAP Rural Portugal Rural Science-Society-Policy Interfaces Rural proofing The Ministry of Rural Affairs has introduced rural proofing to ensure decisions consider the impact on rural areas. The principle of considering rural life is that when making decisions, one must think about whether there is a desired effect on the rural area, and these effects must be considered when making decisions. The drought of 2022 boosted collaboration among the main water use sectors. The key was the steering role played by the Canale Emiliano Romagnolo diverting water from the Po and supplying it to agriculture, potabilization treatments for drinking water and industry. The multifunctional role of this infrastructure creates the basis for a good multilevel and coordinated water governance. The Provere networks are cooperation networks between public and private sectors that aim to develop innovative projects in specific areas. A few examples are Aldeias do Xisto, which consists of restored villages adapted for tourist, and iNature, which promotes eco-tourism activities (e.g. hiking, bird watching). 3

Existing practices (2) Open Aragon MAP Aragon (Spain) Digiby MAP Norbotten (Sweden) Citizen Lab MAP Denmark Rural Science-Society-Policy Interfaces An initiative to promote transparency, open data, volunteering and public participation. It adapts local legislation to regulate public participation. Local governments are required by law to promote citizen participation, and some have even approved citizen participation regulations to provide legal certainty and adapt to new regulatory trends. Digiby is a digital service project that began in 2019 to promote digitalization for service development in rural areas. The project has increased coordination of public and commercial services, developed service solutions, supported vulnerable areas, and invested in new technical solutions such as digital venue, parcel boxes, support for bookmobiles, and digital locks. A digital platform for citizen participation in municipalities and organisations. It enables open and transparent dialogue between citizens and decision-makers in decision-making processes. 4
