Personnel Changes Michelle Watchman Acting BIA Alaska Regional Director Emma Phillips Administrative Specialist for OSG will be departing as of November 18, 2022. OSG is proud to announce that Emma graduated from American University School of Business with a Masters Degree in Sustainability Management. She will be returning to her Tribe, Saint Regis Mohawk Tribe. Tyvin Whittaker will be taking over as Administrative Specialist for OSG. 2

OSG Budget Request As indicated in Table 2, in the 2020 Self Governance Annual Report to Congress, the amount of funds obligated by OSG and transferred to Self Governance Tribes/Consortia for use in FY 2020 funding agreements was $854.7 million. These funds were transferred to and used for 285 Self-Governance Tribes (49.7 percent of all Federal Recognized Tribes) to provide PSFAs to Tribal citizens under 130 Self- Governance funding agreements. In 2020, the Tribal Self-Governance Program was administered by 12 OSG permanent staff with $1.9 million in office expenditures. Basic core functions performed by OSG staff included negotiation of Self-Governance funding agreements, financial management involving the transfer of $854.7 million to Self-Governance Tribes, and management of 88 single audits (including the resolution of findings for 11 audits). 6
