1. SUMMARY OF KEY ISSUES HIGHLIGHTED BY THE MINISTER AND DEPUTY MINISTER 2020 ANNUAL STRATEGIC PLANNING SESSION

2. Highly Confidential MINISTER S KEY PRIORITIES HIGHLIGHTED Our plans should take into consideration the impact of Covid -19 ,budget constraints and the mandate of the Department. This session should prepare to deal with these eventualities. We should respond to the President s call for us to instill the culture of entrepreneurship and self-sustainability using our training colleges. DCS should instill a culture of accountability and discipline within the Department AGSA has earmarked the DCS in which the Material Financial Loss against senior managers will be established. AGSA reflected issues of compliance, audit qualifications, Lack of Consequence Management, Inmate Management, irregular expenditure, Information Communication Technology. Delays in filling key vacant positions, lack of adherence to financial delegations in the department remain a challenge Corruption impedes the much needed economic growth and jeopardize our capacity to turn around the economy We should operationalize a business entity that will enable us to realize self-sustainability The roadmap towards good governance and clean audit outcome should be at the center of the Department s plans. Acknowledged incremental improvements in the performance of the Department, and we build from this good performance. We should Increase our revenue and productivity levels through our production workshops The self-sustainability model should be developed and prioritised. Our centres are theatres of operations, producing food and items that will create self-sustainability in the department. Deviation from this will not be tolerated. 1

Highly Confidential MINISTER S KEY PRIORITIES HIGHLIGHTED The session must make and adopt firm resolutions, measureable outcomes and performance areas that will enable DCS to delivered on our mandate. Utilization of offender labour in DCS infrastructure maintenance should be prioritised. Increasing revenue and productivity levels Offender Labour to be used in helping with the building of sport facilities to help kids from impoverished communities to have sports facilities, Prioritise the repositioning of our infrastructure as most of our facilities are at a dilapidated state Finalisation of the DCS Organisational Structure is critical- the slow pace of finalising this a great concern. Our parole regime should adheres to all processes and progress on the work done. The reviewing of the parole system must find reflection in the plans of the department going forward He acknowledged the good work that the Department of Correctional Services has done in producing over three hundred thousand Face Masks Working closely with sister departments is critical The need to develop comprehensive and evidence-based criminal justice reform strategies, in order for them to be effective and sustainable, and the importance of harnessing public support for their implementation is critical. We must be in a position to make a series of suggestions on how to improve the efficiency of the criminal justice system 2

4. Highly Confidential DEPUTY MINISTER S KEY PRIORITIES HIGHLIGHTED Covid-19 has taken a heavy toll on the health of our officials /inmates, our families and our society at large. Managing COVID-19 requires a comprehensive governmental and societal approach until effective and accessible vaccine is discovered, the spread of COVID-19 remains a high risk. DCS should continue to remember 76 DCS officials and 57 inmates who died due to COVID- 19 and also honour those DCS women who perished as a result of Gender-Based Violence and Femicide We should develop creative ways to improve service delivery and do more with little or no resources . Building effective partnerships with all relevant stakeholders is key during this challenging period There is a need to step up our efforts to train custodial officials whose work is to facilitate programmes and to participate in actual correctional programmes of rehabilitation of the offenders, e.g. Education, skills development, sport and recreation amongst others. Our production workshops continue to provide skills and create conducive grounds of work opportunities for ex-offenders to ensure self-reliance and jobs-creation Dilapidation of our infrastructure and lack of maintenance of the offices, facilities and houses where our officials reside remains a challenge 3

Highly Confidential DEPUTY MINISTER S KEY PRIORITIES HIGHLIGHTED Criminal and gang related activities in our society are planned inside our facilities and executed in our communities and this is concerning. More focus should be given to the victims as there is some perception within our communities that we give more focus on the offenders Ensure traditional leaders participation in RJs programmes and the elements of our African cultures should be accommodated. Special Remission of sentences contributed in reduction of overcrowding to 28%. The COVID-19 Parole Dispensation also helped to reduce overcrowding to 15.09%. The smuggling of contrabands, cell phones and dangerous weapons by our officials is concerning There should be an improvement in the working relations between the DCS and Judicial Inspectorate on Correctional Services (JICS. There must be one Bi-monthly Meeting between the Regional Commissioners and JICS and the minutes and reports of those meetings must be shared with the Ministry. There should be forum with JICS and the National Commissioner which should include the CDCs to focus on policy related matters and matters that could not be resolved between RCs and JICS. 4

Highly Confidential DEPUTY MINISTER S KEY PRIORITIES HIGHLIGHTED The audit outcome of the Department of Correctional Services DCS remains unchanged which is concerning The proposed DCS Trading Entity for self-sufficiency and revenue generation has not been done. The Inventory of the DCS Immovable Asserts, such as farms, land mass, workshops and equipment is not fully known by the Department. This ought to be corrected and this Inventory it must be automated As long as our Macro and Micro Structure remain at an embryonic stage, we will not able finalise a proper Service Delivery Model that conforms to our mandate. This Strategic Planning Session should not become one of those occasions that are made to tick the boxes and sign the register. The session should unleash a leap forward in the manner is needed to implement our strategic obligations and to speed up service delivery for peaceful, stable and safer South Africa. 5
