  2. What is the NJC? The NJC is made up of unions and employers it negotiates local government pay Unions submit a pay claim every year and employers respond with a pay offer UNISON consults members on the pay offer Pay awards are applied to the NJC pay spine - used by employers to construct local pay grades

  3. Background Despite a pandemic - and now a cost of living crisis - local government workers have kept their communities going Local government staff have lost up to 27.5% from the value of their pay since 2010 The value of NJC pay has reached rock bottom falling below the Foundation Living Wage and reaching the legal minimum

  4. Impact on our members Due to the cost of living crisis, food, energy and inflation are all climbing to record levels The roles affected by long-term low pay, face the worst of the cost of living crisis NJC pay points 1-3 now all fall below the 9.90 UK Foundation Living Wage rate outside London

  5. The NJC pay claim 2022-23 UNISON and other unions asked for: An increase of either 2,000 or RPI (whichever is greater) on all spinal column points, from 1 April 2022 An urgent review of mileage rates Reduction in the working week plus one additional day of annual leave A Covid-19 recognition payment Improvements to: Homeworking policies, family leave and pay, term time only contracts

The NJC pay Offer 2022-23 The Employers Side have offered: A pay increase of 1,925 on all pay points An increase of one day annual leave for all employees 4.04% increase on all allowances Deletion of spinal column point 1 from April 2023 Commitment to lobby for increased mileage rates Joint discussions on: Term time only work, family leave and pay, and homeworking policies

Pay offer pros/cons Pros Cons Highest NJC offer in over 10 years, at 1,925 on all pay points Still falls short of our claim - 2,000 or RPI inflation (whichever is higher) Very close to the 2k UNISON agreed as priority for the pay claim With RPI at 11.8%, this offer doesn t meet either of the aims above Highest pay offer made to any part of the public sector this year so far Doesn t deliver a pay increase that keeps up with the cost of living The previous highest NJC pay offer (since 2010) was for 2.75% in 2020 Doesn t make up for lost value of wages of approx. 27% since 2010. Approx. 13% of staff would get a pay rise of 10% or more and over three-quarters would get 6%+ Loss in value means wages are worth less (effectively a pay cut) this increases higher up the pay spine

  11. Greater London Greater London Provincial Council (GLPC) has two separate pay spines (inner and outer) Includes London Weighting Percentage increase would be applied to GLPC spines in the same way

  12. What happens next? Branches will consult members - asking members to vote to accept or reject the pay offer The Committee is not making a recommendation to vote accept or reject it s up to members If members vote reject, the next step would be an industrial action ballot UNISON s NJC Committee will meet once the consultation has closed, to consider the results and agree next steps

  13. Consultation timetable 19 September 2022: Deadline for branches to submit their consultation results 22 September 2022: Deadline for UNISON regions to collate branch responses and return them to UNISON Local Government Section UNISON s NJC Committee will meet after 22 Sept to consider the outcome and decide next steps

  14. What you need to do Your branch will run your consultation they will contact you with more information about how to vote Make sure your branch has your email address! Remember to vote - it s your pay a high turnout means an accurate picture of members views Speak to other colleagues about the pay offer if they join UNISON now, they can take part in the consultation too
