  1. Cambridgeshire Poverty Strategy Commission Design Workshop 25 June 2024

  2. Purpose of the Commission The Cambridgeshire Poverty Strategy Commission will task an independent group of commissioners with finding out about people's experience of poverty in Cambridgeshire. They will look at the available data,the lived experience and existing projects/workin the poverty space. The key output of the commission will be a set of realistic recommendations tothe system about: how we can work better to support the people of Cambridgeshire who are living in, or at risk of poverty the lobbying/campaigning options for the system, where the actions necessary fall outside of the systems control Cambridgeshire Poverty Strategy Commission

Timeline June Design Workshop July Delivery Group to finalise decisions on Commissioners August Secretariat to onboard the Commissioners September Public launch of the Commission and evidence gathering October Evidence gathering November Evidence gathering December Evidence gathering January Commission to begin developing recommendations February Recommendations published, and Commission closed Cambridgeshire Poverty Strategy Commission

  4. Whos who? TheCommission The Secretariat The Delivery Group The Secretariat will be made up of officers from the County Council s Policy and Insight Team. The Delivery group is made up from officers across the District and City Councils, the CPCA, Health, the Police, and the Voluntary Sector. This group will work directly to the commission, providing administrative and structural support, enabling the commission to gather evidence and develop recommendations. This group will be responsible for the final design of the commission, including the final list of commissioners. The secretariat will coordinate with partners who wish to submit evidence and will support the commission with report writing. They will meet regularly throughout the commission in case decisions need to be made on behalf of the system Cambridgeshire Poverty Strategy Commission

Design Phase - Overview Co-design workshop hosted on 25th June with 35 representatives from across the county A Call for Advice open to all residents, organisations and businesses with a deadline of 15th July Both the design workshop and Call for Advice focussed discussion on 3 key questions: What makes a good commissioner and who might we invite Definitions of poverty Potential areas of focus for the commissoin Cambridgeshire Poverty Strategy Commission

Workshop Outputs 1 Commissioners Key criteria for commissioners: Appreciation for local context, strong social collaborative/communication skills, unbiased/objective and technical skills such as data literacy,/critical thinking Key criteria for the commission as a collective: Representation from lived experience (frontline/professional work or personal) , a balance between operational and big picture thinking, demographic diversity, spread of skills Cambridgeshire Poverty Strategy Commission

Workshop Outputs 2 Definitions of Poverty Consensus that the definition of poverty considered by the commission should be broad and not limited to income (e.g. Government definition), but include cultural capacity and access to social opportunities Partners also wanted to ensure recognition of different dimensions of poverty including the diversity of experiences (e.g. passing vs deep), the challenge of supporting those in hidden poverty, the unique challenges facing those who are newly experiencing financial vulnerability, and the role of cultural norms and social stigmas inhibiting support Cambridgeshire Poverty Strategy Commission

Workshop Outputs 3 Areas of Focus There was broad agreement that the commission needed to appreciate the complex system dynamics of poverty, both in terms of causes and responses, but that this should not detract from practical considerations Workshop participants undertook a dot democracy exercise to select their top 5 priority areas of focus: Housing, Intersection of Poverty, Basic Essentials, Income Maximisation, Children & Young People Cambridgeshire Poverty Strategy Commission

  9. Next steps Collate the responses of the Call for Advice and analysing together with the workshop Approach potential Chairs for the commission Commence the recruitment process for commissioners proposed candidates will be invited to complete short application, Delivery Group to sift & interview Procure a third party to deliver the Lived Experience element of the evidence gathering phase Begin to assemble initial evidence pack for commissioners based on submissions from DG representatives Cambridgeshire Poverty Strategy Commission
