  3. NDOW reached out to both AZ and AK AZ regulation language found in support materials Important to Note: AZ offers OTC tags where NV does not AZ has twice the amount of staff AK allows a junior to harvest in the field on the adult tag 3

  4. Challenges that NDOW Staff Foresee Returned Transferred Tags Tag Shopping Department Liability Junior was awarded a junior mule deer tag but would rather hunt Grandpa s better unit. Returns the junior tag to accept the tag transfer. If transferred tags are returned, in what respect are waiting periods and bonus points returned for the original tag holder or the new minor who received the transfer? Need to obtain written permission from the parent/guardian of the minor to allow them to hunt with someone other than themselves. 4

Challenges that NDOW Staff Foresee Administrative Burden Disadvantaged Minors Black Market Risk Family Dynamics NV tags auctioned for personal profit or gain without legal means or manpower to enforce against. Disadvantaged minors may be less likely to receive a transferred tag without more people applying on their behalf. Divorce or child custody could find NDOW in the middle of family disputes. Administrative support to determine family ties and run the program could be too much for current NDOW staff. Fiscal note removed from original bill. 5

Gordon Darby Development Time Development Work Change Order Cost Depending on the time it takes Gordon Darby staff to develop the requested enhancement, it could cost NDOW additional money per our existing contract. The AMS system would need to be updated to allow for a tag transfer to and from a specific individual Examples of Backlog Items Current Backlog App and E-tags The current backlog of requests for Gordon Darby create includes about two full years to complete development.   7. Potential Program Considerations Parent, grandparent only can transfer to a child related to them. Cap the number of transfers received by NDOW in a year. Only allow transfers for specific species/class Allow one transfer in a customer s lifetime Customers indicate their intended transferee at the time their application is submitted Limit the participation to the program to those who have experienced an extenuating circumstance Limit the transfer option to those long-standing customers of NDOW (ie. must have x bonus points) 7
