Authorizing Legislation The Teacher Quality Partnership program statute is contained in Title II of the Higher Education Act, as amended on August 14, 2008, by the Higher Education Opportunity Act (Public Law 110-315) (HEA).   9. Eligibility Requirements Applicants should read the TQP Notice Inviting Applications (NIA) for complete information about eligibility requirements. Applicants must form an eligible partnership. When providing eligibility data, applicants MUST provide the most recent data available. Applicants are strongly encouraged to use the Optional Eligible Partnership and IHE Partner Verification Checklist found on the TQP webpage and TQP Application Instructions Package to document eligibility requirements. 9

The Eligible Partnership Applicants MUST be an eligible partnership as defined in HEA section 200(6): High-Need LEA(s) Partner IHE High-Need School(s) served by the High-Need LEA(s) College/School of Arts and Sciences within the partner IHE College/School of Education within the partner IHE All five (5) entities MUST be included as part of the eligible partnership 10

  11. Optional Entities for the Eligible Partnership (B) may include any of the following: (i) The Governor of the State. (ii) The State educational agency. (iii) The State board of education. (iv) The State agency for higher education. (v) A business. (vi) A public or private nonprofit educational organization. (vii) An educational service agency. 11

  12. Optional Entities for the Eligible Partnership (viii) A teacher organization. (ix) A high-performing local educational agency, or a consortium of such local educational agencies, that can serve as a resource to the partnership. (x) A charter school (as defined in section 7221i of this title). (xi) A school or department within the partner institution that focuses on psychology and human development. (xii) A school or department within the partner institution with comparable expertise in the disciplines of teaching, learning, and child and adolescent development. (xiii) An entity operating a program that provides alternative routes to State certification of teachers. 12

  13. Eligibility Components High-Need Schools (within the High- Need LEA) High-Need LEA Poverty Data/Rural Status Teacher Need Free and Reduced Price Lunch (FPRL) Documentation of these eligibility requirements must be included in the application at the time of submission. 13

Poverty Data/Rural Status Census data (or other comparable data) showing LEA serves 20% or more children from low income families Census data (or other comparable data) showing LEA serves 10,000 or more children from low income families Eligible for ESEA s Small, Rural School Achievement Program (20 USC 7345(b)) Eligible for ESEA s Rural and Low-Income School Program (20 USC 7351(b)) Data MUST be documented in ONE of four ways.

  15. Teacher Need Data Data MUST be documented in ONE of these three ways. (1) High percentage of teachers not teaching in the academic subject areas or grade levels in which the teachers were trained to teach (2) High teacher turnover rate (3) High percentage of teachers with emergency, provisional, or temporary certification or licensure

  16. High-Need School Data Data MUST be documented in ONE of three ways. Elementary Schools - 60% or more of students eligible for FRPL In highest quartile of schools in LEA using FRPL data Not an Elementary School - 45% or more of students eligible for FRPL

Sample High-Need Data Resources To document the high-need requirements, we are providing data links from the Census Bureau. https://www.census.gov/programs-surveys/saipe.html The Department will review comparable data sources on a case-by-case basis to determine eligibility. Data used must be the most recent available. Applicants are strongly encouraged to use the Optional High-Need LEA and High-Need School(s) Data Checklist found in the TQP Application Package. 17

  19. TQP Program Requirements Applicants should review Section 202 of the HEA or the NIA for the full TQP General Requirements language. Applicants MUST address ALL TQP General Program Requirements, or they may be deemed ineligible. TQP General Program Requirements may be addressed as part of the selection criteria. Applicants are strongly encouraged to use the Optional General Program Requirements Checklist found in the TQP Application Instructions Package and on the TQP Webpage. 19

Needs Assessment Applicants must conduct a needs assessment of the proposed partners to determine the current processes for preparation, ongoing training, professional development, and retention of all general and special education teachers, principals, and early childhood teachers. Applicants might also consider identifying the weaknesses of the current processes in an effort to understand how to improve them. Needs Assessment is not a part of the project narrative and should be uploaded separately into Appendix C. 21

  22. Description of the Project Describe how the partnership will prepare teachers: o With strong teaching skills o To use research and data to modify and improve classroom instruction o To teach students with disabilities, including as member of IEP team under IDEA o To teach limited English Learners Describe how IHE faculty will work with LEA teachers to provide professional development and to implement literacy programs. Describe how applicant will design, implement, or enhance a year-long rigorous teaching pre-service clinical component. Describe how the applicant will support in-service professional development activities. 22

  23. Description of coordination strategies and alignment with State and student academic achievement standards Description must include how the partnership plans to: Coordinate strategies with other professional development programs, including those that are funded under ESEA, IDEA, and other Federal sources Have activities that are consistent with State ESEA academic content standards, State ECE standards and domains Correspond with the goal of improving student academic achievement 23

  24. Assessment of the Available Resources Application needs to describe resources available to the partnership: Integration of funds from related sources Intended use of grant funds Commitment of the resources of the partnership to required project activities 24

  25. Description of Evaluation Plan Application needs to describe: The evaluation plan under section 204(a) of the HEA How the partnership will collect, analyze, and use data on retention to evaluate the effectiveness of the partnership s teacher support systems 25
