Changes in Local Organization: Changes in Local Organization: Unfortunately, a lot happened during the pandemic, including the demise of both AYSO Area 2A and the Madison League. Region 109 (Menlo Park) and Region 25 (Portola Valley) joined the rest of Southern San Mateo County in Area 2N The bulk of the former Area 2A (Region 26 in Palo Alto, Region 44 in Sunnyvale and Regions 43/45 in Los Altos/Mountain View) joined Santa Clara County s Area 2J. Most Area 2J Regions playing Brad s league for 16U/19U divisions. R45 s U16/U19 teams playing with Area 2N/2B.

Updates to LOTG (Outline Summary) 2020/2021: Updates to LOTG (Outline Summary) 2020/2021: Law 1 The Field of Play The goalposts and crossbar may be a combination of the four basic shapes Law 10 Determining the Outcome of a Match Yellow cards (YCs) and warnings are not carried forward into kicks from the penalty mark (KFPM) See also changes to Law 14 relating to KFPM Law 11 Offside Deliberate handball by a defending player is considered deliberate play for offside Law 12 Fouls and Misconduct Handball: - the boundary between the shoulder and the arm is defined as the bottom of the armpit (see the diagram on p105) - accidental handball by an attacking player (or team-mate) is only penalised if it occurs immediately before a goal or clear goal- scoring opportunity A goalkeeper can receive a YC or be sent off (RC) for illegally touching the ball a second time after a restart (e.g. goal kick, free kick etc.) even if the touch is with the hand/arm Any offence (not only a foul) which interferes with or stops a promising attack should result in a YC A player who fails to respect the 4m (4.5 yd) required distance at a dropped ball should receive a YC If the referee plays advantage or allows a quick free kick for an offence which interfered with or stopped a promising attack , the YC is not issued
Updates to LOTG (Outline Summary) 2020/2021: Updates to LOTG (Outline Summary) 2020/2021: Law 14 The Penalty Kick An offence by the goalkeeper is not penalised if a penalty kick misses the goal or rebounds from the goal (without a touch from the goalkeeper) unless the offence clearly affected the kicker The goalkeeper is warned for the first offence; it is a YC for any further offence(s) The kicker is penalised if the goalkeeper and the kicker offend at exactly the same time Glossary A definition of the offence of holding has been included A player s position at a restart is the position of the feet or any part of the body which is touching the ground (except as outlined in Law 11 Offside)

Updates to LOTG (Outline Summary) 2021/2022: Updates to LOTG (Outline Summary) 2021/2022: Law 11 Offside Inclusion of the Law 12 definition of where the arm ends (bottom of the armpit) for the purposes of determining an offside/onside position Law 12 Fouls and Misconduct Handball: Not every contact of the ball with the hand/arm is an offence A player s hand/arm position should be judged in relation to their body movement in that particular situation Removal from the accidental attacking handball offence of the references to a team-mate and creating a goal-scoring opportunity The offence of using a trick to circumvent the Law against the goalkeeper handling the ball from a deliberate kick from a team-mate applies at goal kicks; the instigator is to be cautioned (YC) A free kick/penalty kick can only be awarded for an offence against someone on the team lists or a match official.
Modification of Laws by Age Group: Modification of Laws by Age Group: General Deliberate heading is NOT allowed in divisions 7U, 8U, 10U and 12U. Referees should warn the player to not play with the head and give free kick to opponents (Indirect). In Area 2J Core games, every available and fit player should play 3 quarters of a game (unless too many players make it mathematically impossible). No jewelry, including ear rings, bracelets, watches and necklaces, are allowed during games. Shin guards are required and should be worn inside socks. Baseball cleats are not safe and hence not allowed. It is okay to play with normal shoes if soccer cleats are not available. Team winning coin toss can choose side or ball (i.e., to kickoff or receive) in the first half (new since fall 2019). Injury to a player is a substitution opportunity (for the injured player) credit for the quarter to the player who started it
Modification of Laws by Age Group: Modification of Laws by Age Group: 7U/8U Divisions Some Regions (say R35) WILL continue to use THROW-INs when the ball crosses the touch line (side line). If you officiate in another region, check the local rules (for e.g. R64 may do throw-ins while R44 may do kick-ins). No Goal keepers and No offside in these divisions. Games involve 2 x 20min halves with substitution at the quarters i.e. around 10th min, halftime & 30th min. A size 3 ball is used and is normally provided by the home team. If not available, check with the away team. If still no playable ball of size 3 is available, check the next available size. No deliberate heading. Violation is IFK to opposing team. Also, warn the player to avoid playing with the head. May play 4v4 or 5v5 or 6v6 games. The Division managers would have worked with the coaches on this. During Free kicks, all opponents must be at least 6yds from ball. No penalty kicks. Goal cannot be scored directly from a free kick. Single Referee.

Also, warn the player to avoid playing with the head. thmin, halftime & 37.5 thmin. Games involve 2 x 25min halves with substitution at the quarters i.e. around 12.5 PDI: The Build-Out Line: Goal keeper can NOT punt or drop kick the ball. Rule is to restart with IFK. But follow the spirit of the game in the initial weeks as everyone is learning and adapting. A new Build Out line, equidistant from halfway line and the penalty area line, will be used. If line does not exist, flat cones can be placed for identification. If the Goal keeper has possession of the ball (her/his hands), opponents must retreat behind build out line. Violation can be penalized with IFK for defending team at BOL. Referees to be flexible. Following possession of the ball with hand, the Goal keeper can throw, roll or pass the ball to a team mate inside the build out line. The 6 second goal keeper possession will not start after opponents retreat behind build out line. We normally will not enforce this in small sided games anyway. On Goal Kicks, opponents must retreat behind build out line. The opponents can cross BOL once the ball is in play i.e. kicked and clearly moves (modified since fall 2019). An attacker is NOT in an offside position if they have not crossed the build out line. Early on during the season, referees may have to guide both attacking and defending players in executing the rule changes. Games are normally played 7 players Vs 7 players. A team must have a minimum of 5 available players to count as a game. Else, you should still allow them to play as a scrimmage. A size 4 ball is used for 10U games. Ball is normally provided by the home team. If not available, check with the away team.

Goal keeper can punt the ball (changed from a few seasons back). thmin, halftime & 45 thmin. Games involve 2 x 30min halves with substitution at the quarters i.e. around 15 Games are normally played 9 players Vs 9 players A team must have a minimum of 6 available players to count as a game. Else, you should still allow them to play as a scrimmage. A size 4 ball is used for 12U games. 14U Divisions A size 5 ball is used. Each team will play with 11 players in the field. Minimum number of players for a game is 7. If not available, play a scrimmage. Games involve 2 x 35min halves. Substitutions at quarters and half-time.
Modification of Laws by Age Group: Modification of Laws by Age Group: 16U/19U Divisions Brad s league games may include AYSO and non-AYSO Rec teams. One pure 14UG AYSO team may play up in 16UG division each week to balance number of teams Free substitutions at any stoppage at the referee s discretion. Each team will play with 11 players on the field. Minimum number of player for a game is 7. If not available, play a scrimmage. Games involve 2 x 40min halves. A size 5 ball is used. All players are expected to play the game unless injured. Coaches to monitor and make it possible. Referees do not monitor player time and there is no timesheet like Madison league or 2N 16 19U league. Blowout considerations apply and referees can remind coaches, if needed If the team is 1 up at the max of 5 goal differential, the leading team must equalize number of players at this time or earlier i.e. 10 v 10 or 9 v9.
COVID Safety Protocols: COVID Safety Protocols: Avoid hand shakes and high fives pre-game and post-game Masks may be required for players and referees at check-in Local (field/school district/AYSO Region/City/County) rules may require masks. Check local policy. Key is everyone s safety including players, referees, coaches and parents Parents to social distance from players and coaches when on same side (if field space permits it) Referees are not enforcers but discuss cordially with coaches if needed During game time, when there is exertion by players and referees, masks may either be optional or could be used as tolerated (i.e. pull mask down briefly to catch breath). Check local rules. Everyone s safety should be kept in mind (Remember: Safe, fair & fun)
