INTRODUCTION Project Overview Winnebago County is updating its County-wide Hazard Mitigation Plan (2019) Trent Brass, Emergency Management Coordinator Sean Von Bergen, Assistant County Engineer, Highway Department Region 1 Planning Council is providing assistance Eric Tison, Project Coordinator Hazard Mitigation defined Any effort to reduce the loss of life and property by lessening the impact of disasters, both natural and man-made (www.fema.gov/hazard-mitigation-planning) Federal Emergency Management Agency (FEMA) requires plans to be eligible for pre- and-post disaster funding

  3. PLAN BACKGROUND First County Hazard Mitigation Plan completed in 2007 FEMA requires 5 year update Current effort is third update to the Plan Most recent effort (2019) included: Risk Assessment more on this later Mitigation Recommendations by jurisdiction

UPDATE PROCESS Community Input Meeting and Feedback Refresher on required plan information from community organizations, municipal jurisdictions, special districts, and other key stakeholders Risk Analysis quick refresher today Mitigation Strategies worksheets to be distributed Trent, Sean and Eric are available to meet to provide assistance Document update and revisions R1 staff is working on this now

TIMELINE Community Input Meeting Today, May 22 Risk Priority Analysis Overview today Worksheets distributed after the meeting and to be completed by June 14 Mitigation Strategies Distributed to jurisdictions by early June Return worksheets by July 12 Will include prior plan information to update; take opportunity to add new information and address resiliency of assets For example: Flood prone streets or potential buy-out properties Any Questions?

MITIGATION STRATEGIES By jurisdiction Worksheets will be distributed in early June All previous plan comments (2014 and 2019) will be included for reference and editing Important to include any new opportunities to be eligible for disaster funding Pre and Post funding available; Identify Transportation assets and Critical Facilities infrastructure Check for potential capital improvements that could be added maintenance/repair and new construction For Example: Flood prone streets, Potential Buy-out Properties; Emergency Warning Sirens Tornados Building Resilient Infrastructure and Communities, Hazard Mitigation Grant Program (HMGP), HMGP Post Fire are all sources of funding for sirens Complete and return no later than Friday, July 12

SUMMARY Hazard Mitigation Plan update required every 5 years Jurisdictions, organizations, and districts that do not have their own plan, should include any potential mitigation strategies or improvements in their worksheets By adopting County plan, strategies are eligible for pre and post-disaster funding Risk Analysis Prioritization complete by June 14 Mitigation Strategies completed and returned by July 12 Trent, Sean, and Eric can meet with any and all jurisdictions to ensure plan completeness Those that don t return mitigation worksheets by deadline will be contacted
