Challenges Lack of awareness of the SLCP issue amongst the key government departments and stakeholders in the country; Lack of knowledge of SLCP emission sources, the magnitude of relevant emissions, and the potential for mitigation that hinders the ability to take informed decisions; A lack of institutional capacity to coordinate the implementation of SLCP measures; Scattered, uncoordinated action implementing measures that achieve the near-term climate, health and ecosystem benefits and no or limited planning that would embed SLCP policies within national strategies, plans and programmes; A lack of consideration of the role that regional and other international processes and agreements could play in the mitigation of SLCPs. SNAP initiative Objectives The objective of the Supporting NAtional Planning for action on SLCPs (SNAP) Initiative is to : develop capacity within SLCP partner countries for effective national action planning as a foundation for rapid and large- scale implementation of SLCP mitigation. It has three key objectives: Supporting the development of national SLCP planning processes - facilitating action in countries by embedding SLCPs in on-going activities and policies, and building capacity to coordinate issues related to SLCPs at the national scale to identify national priorities; and providing regionally coordinated support for institutional strengthening in participating countries; Climate and Clean Air Coalition to Reduce Short-Lived Climate Pollutants (CCAC)

Activities #02 The objective of this activity is to sustainably increase the engagement of key national stakeholders by enhancing dialogue and coordination mechanisms on SLCP mitigation strategies. The National SLCP Unit will also aim at raising awareness among the main actors and stakeholders both governmental and non-governmental and at engaging them in tackling SLCPs. Activities of the National SLCP Unit will include: Sub- Activity 1 Sub - Activity 2 Raise awareness internally and externally Mobilise main stakeholders Climate and Clean Air Coalition to Reduce Short-Lived Climate Pollutants (CCAC)
Activities #03 The objective of this activity is to achieve a sustainable increase in the level of SLCP mitigation action taken at the national level, going beyond the duration of this project by embedding SLCP national priorities into relevant national planning processes . Sub- Activity 1 Sub - Activity 2 Foster the sustainability of the SLCP mitigation effort at the national level Embed SLCPs into national planning processes Climate and Clean Air Coalition to Reduce Short-Lived Climate Pollutants (CCAC)
Activities #04 This project also aim to allow a sustainable increase of Liberia s participation in the CCAC activities. This increased participation will be achieved through: Actively participating in the Coalition meetings and decisions Preparing the CCAC Focal Point and High Level Representative participation to the CCAC Working Group Actively participating in Coalition initiatives. Participating in the Institutional Strengthening workshops once a year. Reaching out to key stakeholders to encourage and advocate for their engagement Participating and preparing CCAC outreach events (for instance during UNFCCC COP 20, 21, regional events, etc.) Filling the Partners in action template at least once a year Contributing to the Initiative progress reports in which Liberia is involved, including SNAP. Preparing periodic progress reports of CCAC s projects to CCAC National Steering Committee and CCAC initiatives implementers Participating in relevant national, regional and international initiatives (such as Regional Air Pollution Action Plan, etc.) Climate and Clean Air Coalition to Reduce Short-Lived Climate Pollutants (CCAC)
