  1. RE-PURPOSE BOWER COMMITTEE REPORT TO THE BOARD OF EDUCATION FEBRUARY 15,2017

  2. COMMITTEE MEMBERS PATTY AMES JACQUELYN KURTZ HERIG BORIS KOGAN JOHN LISI JEN MACKIE CLAIRE MCKEON VICTORIA VINE

  3. FINDINGS We only have one vacant classroom at the elementary level. We are currently utilizing locker rooms, storage closets and the stages for Resource, Speech, OT,PT,AIS Math and Reading and music lessons. We have Social Workers utilizing closets and music practice rooms. Secondary level Academy is reaching capacity and will need to be relocated for the 2017-18 school year.

  4. FINDINGS CONT. The reports that the building was in disrepair were untrue. The reported costs to repair the building for use by students were grossly overstated. The remaining buildings in use have similar repair issues. Kellum Street School has never been included in any referendum for the purpose of renovations or repairs.

  5. OUT OF DISTRICT PLACEMENTS BOCES placement costs $100,000 per year, per student. We currently spend approximately $9.3 million dollars per year on out of district placements. Special Education costs are in excess of $20 million dollars per year We are in a position to reduce those costs

  6. PROPOSAL FOR USE Develop an Intermediate Academy beginning September 2017 grades 6-8 The criteria for eligibility would mirror that of the Secondary Academy Relocate the Secondary Academy from the McKenna building to the Bower building Fifteen students have been identified in an informal review; five for the secondary academy and ten for the intermediate Academy.

  7. PROPOSAL CONT. Available space for future use for Universal Pre-K Available space for expansion of the Intermediate Academy to include grades 4 and 5 Addition of an Intensive Reading Recovery based school Relocate Home Teaching from the McKenna building to Bower

  8. BUDGET IMPACT Potential BOCES placement of the fifteen identified students $1.5 million dollars Estimated cost for the relocation of the Secondary Academy, home teaching, alternative after school classes and the addition of the Intermediate Academy; $600,000. Both Academies will accept students from other districts at a tuition rate of $33,000 per student per year.

  9. MINORITY POSITION Please refer to the document submitted by Mr. John Lisi dated 2/1/17. Mrs. Ames expressed concern regarding costs but approves of the idea of housing the Academies in the Bower building.
