Request for Proposal Purpose: The purpose of this Request for Proposal is to establish multiple Master Agreements with qualified suppliers that will provide a consistent and reliable source for the provisions of public safety video components Body Cameras, In Car Video, Automated License Plate Readers, Interview and/or Interrogation Room recording, and all associated software and storage to manage the recorded data.
Anticipated Schedule of Events Solicitation Release June 10, 2021 Pre-Proposal Presentation June 16, 2021 (Web Posting) Question Deadline June 29, 2021, 4:00PM CDT Solicitation Closing July 28, 2021, 3:00PM CDT Evaluation Period Master Agreement Negotiations August 2021 September 2021 Anticipated Award November 2021
Question Submittals Oklahoma has an on-line process for IT solicitation questions. Questions may be sent electronically. Registration with the State of Oklahoma for wiki access is located at https://omes.ok.gov/forms/wiki-enrollment-it- procurement. Access should be requested at least five (5) business days prior to the question due date. The State is not responsible for a Bidder s lack of access to the wiki.
Amendments Formal changes to this RFP including but not limited to contractual terms and procurement requirements shall only be changed via formal written amendments issued by the Lead State. All questions will be answered by an amendment. All amendments will be posted on the solicitation web site. Proposals which have been submitted without formal acknowledgement of the amendment language may be deemed non-responsive. No oral statement of any person shall modify or otherwise affect the terms, conditions, or specifications stated in the solicitation.
Proposal Submission Proposals must be received by the posted due date and time. July 28, 2021, 3:00 PM Central Time Zone All submittals must be sent electronically to: OMESCPeBID@omes.ok.gov Response format and instructions are included in Attachment F - Bidders Instructions. Please review this attachment carefully.
Evaluation Process Phase 1: The sourcing team will review all proposals to determine responsiveness. Non- responsive proposals will be eliminated from further consideration. Phase 2: Administrative and Technical Proposal. This phase will review and rate Attachment A - Business, Services, and Administrative Response. Attachment B Technical Response. Attachment C Reference Survey. Attachment G Value Added. And Acceptance of Terms Exhibits A,B,C, and D. Phase 3: Cost Proposal.
Contract Exclusions Other NASPO ValuePoint contract awards have been made for the following areas and will not be considered under this master agreement: Body Armor LED Light Bars and Sirens Public Safety Radios Radar and Lidar Equipment General Computer Equipment General Cloud Services
