Public Finance Management Reform Introducing MTEF and Improving main aspects of budgeting; Adopting New Budget Code in 2009; Developing a legal framework for fiscal discipline by adopting Organic Law on Economic Freedom (Liberty Act); Establishing electronic system (e-PFMs) which is fully harmonized for budgeting and treasury since 2012; Moving to Program Budgeting since 2012; Since 2009 MOF approves PFM strategy (2009-2012; 2014-2017; 2018-2021) and Annual Action plans for each year for the implementation of PFM strategy; PFM coordination Council is operational which involves Parliament, MOF, State Audit Office, Public Procurement Agency, Civil Society and Donor organizations; Government provides extensive information to the public (machine-readable format data) Pre-Budget Statement, Executive s Budget Proposal, Enacted Budget, Citizens Budget, In-Year Report, Mid-Year Review, Year-end Report, Audit Report; All Budget Documentation is available at the MOF web-site
