  2. PLWG Update PLWG Update Nov 12 Meeting Nov 12 Meeting PGRR115 (related to NPRR1234) Interconnection Requirements for Large Loads and Modeling Standards for Loads 25 MW or Greater ERCOT reviewed reply comments to PGRR 115 (dated Nov 11, 2024) and NPRR 1234 (dated Nov 11, 2024). Discussion included the potential overlap of PGRR 115 and the new PGRR 122, with questions related to the 1000 MW total load loss limit in PRGRR 122. PLWG tabled PGRR115 for further discussion at the December meeting.

  3. PLWG Update PLWG Update Nov 12 Meeting Nov 12 Meeting PGRR119 Stability Constraint Modeling Assumptions in the Regional Transmission Plan ERCOT PGRR 119 formalizes the existing practice in which ERCOT applies a reliability margin (e.g., 10 percent) to stability constraints when ERCOT models a stability constraint in RTP reliability and economic cases. PLWG reviewed OPUC Nov 6 comments. PLWG reached consensus on the original version of PGRR 119 submitted by ERCOT on Sept 9, 2024.

  4. PLWG Update PLWG Update Nov 12 Meeting Nov 12 Meeting PGRR120 SSO Prevention for Generator Interconnection PGRR 120 will prohibit future generation resources from interconnecting on a series-compensated circuit such that an N-1 contingency event would cause the generation to become radial to a series capacitor. ERCOT presented on overview of the draft revision request. Discussion was related to the SSO study process, OEM technology to mitigate the affects of SSO, and recent SSO events impacting multiple generation resources. PLWG tabled PGRR 120 pending further discussion at the December meeting.

  5. PLWG Update PLWG Update Nov 12 Meeting Nov 12 Meeting NERC Topics Roundtable Mina Turner (AEP) is on the drafting team for NERC CIP-014-4 and plans to discuss the revised standard at a future PLWG meeting. Future topics related to NERC TPL-008-1 Transmission Planning Performance Requirements for Extreme Weather.

  6. PLWG Update PLWG Update Nov 12 Meeting Nov 12 Meeting Open Action Item(s) Review use of Load in the Planning Guide, revise as needed. Align the use of the terms load and Load in the Planning Guide with the defined term in Protocol Section 2. Action plan is to take up one section of the Planning Guide at each meeting; seeking a sponsor the oversee the revision request. PLWG will take up this action item at the December meeting.
