SSA Punjab Sarva Shiksha Abhiyan is a comprehensive program launched in Punjab in 2001-02 to achieve universal elementary education goals. It aims at universal access, gender equity, and improving learning outcomes. The organizational structure involves key officials at different levels. The program follows a four-tier system for planning and implementation involving various committees. It includes interventions and cost norms for teachers, schools, textbooks, and uniforms.

Overview of SSA Punjab Sarva Shiksha Abhiyan is a comprehensive and integrated programme of Govt. of India for Universalization of Elementary Education. The programme was launched in Punjab during the year 2001-02. Efforts have been made by the state over the years to attain overall goals of the programme viz: Universal access and retention. Bridging of gender & social gaps in education. Enhancement of learning level of children.

Set of Interventions & Cost Norms under SSA TEACHERS: Teachers for deficient schools as per PTR norms under RTE Act,2009 Teachers for new primary schools @ 2 teachers per school and for upper primary schools @ 3 teachers per school. SCHOOLS: New 20,000/- and 2 teachers) are provided for unserved habitations where there is no primary school within the radiusof one km. primary schools (construction cost for primary school building, TLE @ Rs. Up-gradation of primary schools to upper primary schools (cost of construction for additional rooms, TLE @ Rs. 50,000/- and 3 teachers are provided for up-gradation of primary to upper primary schools). The norm for up gradation is that there should not beany upperprimary school within radiusof three km of that location.
Set of Interventions & Cost Norms under SSA TEXT BOOKS Text books for Non-Sc students of classes 1-8th @ Rs. 150/- per child for primary and @ Rs. 250/- per child for upper primary classes are provided. Only Non-SC girls and boys of govt. and govtaided schools are covered under SSA. SC students are provided text books by State Govt. through Department of Welfare.
Set of Interventions & Cost Norms under SSA UNIFORMS: As per SSA norms the uniforms are provided to all girls, SC boys, ST Boys and BPL boys studying in govt. schools of Punjab in classes 1stto 8th. Funds @ Rs 400 per child are approved by GOI. Out of approved funds one set of uniforms comprising one pair of Suit salwar & Dupatta for girls, Trouser, shirt & turban for boys, Shoes, socks and sweater for all eligible students is provided. The procurement and distribution is done at the level of School Management Committees.
Set of Interventions & Cost Norms under SSA GRANTS: Teacher grants @ Rs. 500/- per teacher p.a. for all govt. primary and upper primary teachers. School grant @ Rs. 5000/- per annum per primary school and @ Rs. 7000/- per annum per upper primary school. Maintenance and repair grant upto a maximum of Rs. 5000/- per annum per school for schools having upto 3 classrooms and 10,000/- per annum per school for schools having more than 3 classrooms. On an average the R & M cost should be @ Rs. 7500/- for a district.
TRAINING TEACHER TRAINING: In service and Induction training is provided for Government teachers under SSA. TRAINING OF SCHOOL MANAGEMENT COMMITTEES: Three days Non-residential Training to all SMC members is provided annually for apprising them about the various activities approved under SSA and financial & procurement norms. As all the activities under SSA have to be implemented at the level of SMCs.
CIVIL WORKS: Under this component requisite construction work is undertaken in the schools. There is ceiling of 33% of plan budget for the civil works. Various types of works done under SSA are as follows: Construction of New school buildings including Kitchen Sheds & Child Friendly Elements. Construction of Additional classrooms and Headmaster's rooms. Construction of Toilets. Boundary Walls. Separation Walls. Electrification. Drinking Water Facilities. Construction of CRCs and BRCs. Cost of Hostels in the existing govt. upper primary schools subject to the conditions as set by MHRD. Major Repairs for schools. Furniture for the existing Govt. Upper Primary schools @ Rs. 500/- per child as part of the Civil Works. Continued .
Coverageof Outof School children Out of school children are identified every year through household survey conducted by the education department. Special Training is provided to the identified out of school children to prepare them for age appropriate class and thereafter they are mainstreamed to regularschools. Residential hostels for out of school children of difficultcircumstances: Children without Adult Protection, children of single Parents, whose parents are in jail, poor economic conditions, children from displaced families & areas affected by civil strife of age group 11-14 years. These Residential Hostels have been sanctioned for a capacity of 100 students each. There are 5 Residential hostels in Punjab. These are located at Amritsar, Ferozepur, Gurdaspur, Ludhianaand Tarn Taran.
Inclusive education for disabled children: Under SSA a survey is conducted every year to identify disabled children under different categories. Funds are provided under SSA for aids and appliances, Home based education, training of teachers on special education, Resource room support, sports and cultural activities etc. for thesechildren. An amount of Rs. 3000 per child is approved by GOI for this component.
Quality improvement Initiatives Teacher Training, Teaching Learning Equipments, Learning Enhance Programme and innovative teaching techniques form partof Quality Improvement initiatives. Padho Punjab Padhao Punjab is the key programme for enhance of learning achievement of students at Primary and Upper-Primary levels. Pre-primary classes have also been introduced in all the govt schools of Punjab for focusing on education of 3-6 age group children and increasing enrollment of govt schools. It will impact the learning positively.
Kasturba Gandhi Balika Vidyalaya Scheme In the state of Punjab 22 KGBVs have been sanctioned by Govt of India under model-III, out of these 21 hostels are for educationally backward blocks of district and one for block Malerkotla of district Sangrur (minority concentrated block). Various activities as carried out in KGBV hostels for development of girls are Karate Training, Computer Education, Personality Development Programmes, Cultural Events, Regular Medical Check and Remedial Teaching after school hours etc. The details of 22 KGBV hostels are on the following slide:

Important points for information of School Heads/ Principles. Grants for different activities such as civil works, school grants and repair & maintenance grant etc. are released from State Head quarter to DEOs and by DEOs to School Principals. Bank accounts for SSA grants should be separately maintained. The grants are to be used for the school by School Management Committees. The grant should be used for the purpose for which it has been released and within thegiven timeline.
Afterutilization of grant UC may be sent to DEOs. Before utilization of grant proper resolution may be passed by SMC in which all the details for utilization of grants may begiven. All the works may be carried out/ executed by SMCs. Accounts may be maintained, cash books may be regularly updated, bank accounts may be reconciled and stock registers may beadequately maintained. Financial rules may be adequately followed by SMC for procurement of goods, carrying out all the works and for releasing the due payments.
Special Emphasis As all of you are aware the annual work plan and budget for centrally SSA,RMSA and Mid-Day-Meal etc. is based on the UDISE data for every year. The reference date for UDISE is 30thSeptember. All the school principals/heads thorough correctness of the UDISE data.
