  1. Rashtriya Madhyamik Shiksha Abhiyan (RMSA)

  2. Introduction RMSA is a program for universalization of secondary education. The objective of the scheme is To ensure that no child is deprived of secondary education of satisfactory quality due to any reasons such as gender, socio-economic conditions, disability or any other barriers. To emphasize quality while imparting Secondary Education and to provide complete school access for secondary education The scheme of RMSA was started in Punjab in the year 2009-10. As per the norms of the scheme, a secondary school has to be provided within every 5km radius.

  3. Integrated RMSA Integrated RMSA encompasses schemes as follows: RMSA Vocational Education Inclusive Education for disabled at Secondary Stage (IEDSS) Girls Hostels ICT @ Schools 3

  4. Major components under RMSA: 1. Access 2. Civil Works 3. Quality 4.Equity

  5. ACCESS:Upgradation of Schools from Middle to High There should be no high or senior secondary school within the radius of 5 K.M. The number of students to be admitted in 9th & 10th class should be at least 70. Relaxation in the above norms can be provided in hilly areas and areas with difficult circumstances. 4 acres land for opening of High school at village level and 2 Acres land for opening of High school in the Cities should be available. 318 Schools have been upgraded since 2009 to 2017-18

  6. Civil Works Following civil works/infrastructure is provided for Govt. Secondary Schools under RMSA:- Activities Additional Class room (Secondary Schools) Integrated Science Lab & Equipments Library Art & Craft Room Toilets and Urinals Drinking Water Major Repair etc. Middle to High school upgraded Building

  7. Quality Interventions School Grant School grant of Rs. 50,000/- per school per annum. Utilization of School Grant: For repair/ replacement of laboratory equipment, purchase of consumables, books, periodicals, news paper, electricity and water charges, sports equipment, teaching aids, expenses for conducting sports/annual day, organizing meetings etc.

  8. Quality Interventions Excursion Trip: @ 200 Rs. Per students for class 9th & 10th Science Exhibition: @ 1 lakh per district Remedial teaching: @Rs.500/- per student for slow Lerner. Maths Kit for selected schools: @Rs. 2000 per school Science Kits for selected school: @Rs. 2200 per schools District Level Quiz competition: @ Rs.50,000 per district. Kala Utsav: Lump-sum amount of Rs. 11 lakhs for students of 9th to 12 class. Teacher Training: In-service training, induction training for new teachers, training of Education Officers and training of Head Masters under School Leadership Development Programme

  9. Equity interventions Karate Training/Self Defence Training: @ Rs. 9000 per Girls & Co-ed school for coverage of 9th and 10th class girl students. Motivational camps for Girl students: @Rs 2800 per girls and co-ed school Sanitary Napkin project/ Incinerator : Girls Hostels and girls schools.

  10. Vocational Education for Skill Development Vocational Education under NSQF Project (RMSA) project is operational in 780 senior secondary schools. This program is quite useful to enhance employability of young students. Training Delivery in these schools has been outsourced to NSDC.

  11. 11 trades have been approved by PAB in these 780 schools named as below. Agriculture Automobile Beauty & Wellness Healthcare IT/ITES Physical Education Retail Security Travel & Tourism Apparel Constructions Two trades are running in each of the 780 schools.

  12. Inclusive Education for disabled at Secondary Stage (IEDSS) The scheme covers special children (disabled children) studying in classes 9th to 12th in govt and govt. aided schools. The scheme entails: Student-oriented components, such as medical and educational assessment, books and stationery, uniforms, reader allowance, stipend for girls, assistive devices, therapeutic services, teaching learning materials, etc. Other components such as appointment of special education teachers, teacher training, orientation of school administrators, establishment of resource rooms etc. There is provision of Rs. 3000/- per CWSN

  13. Target Group Children of following disabilities are covered under IEDSS Blindness Low Vision Leprosy Cured Hearing Impairment Loco motor Disabilities Mental Retardation Mental Illness Autism Cerebral palsy Speech impairment Learning Disabilities, etc.

  14. Girls Hostel To reduce gender gap and promote the education of girls 21 Girls Hostels have opened in Educationally Backward Blocks. 18 Girls Hostels are functioning with a total strength 773 girls students. These hostels are located as follows:

  16. ICI @ Schools This is the scheme for imparting computer education in State Govt. Schools. 3566 Secondary/Senior Secondary schools have been covered under this scheme. Computer labs have been established in all the schools wherein computers, UPS, Printers, and Internet connections have been provide. All the students of classed 9th to 12th are getting the benefit of scheme.

  17. Points for special focus Grants for different activities such as civil works, school grants and repair & maintenance grant etc. are released from State Head quarter to DEOs and by DEOs to School Principals. Bank accounts for RMSA grants should be separately maintained. The grants are to be used for the school by School Management Committees. The grant should be used for the purpose for which it has been released and within the given timeline.

  18. Before utilization of grant proper resolution may be passed by SMC in which all the details for utilization of grants may be given. All the works may be carried out/ executed by SMCs. After utilization of grant UC may be sent to DEOs. Accounts may be maintained, cash books may be regularly updated, bank accounts may be reconciled and stock registers may be adequately maintained. Financial rules may be adequately followed by SMC for procurement of goods, carrying out all the works and for releasing the due payments.

  19. Special Emphasis The reference date for UDISE is 30th September. The annual work plan and budget for centrally sponsored schemes like SSA,RMSA and Mid-Day- Meal etc. is based on the UDISE data for every year. All the school principals/heads should ensure thorough correctness of the UDISE data. In-correct entry, if any, will affect the whole planning owing to which desired objectives will not be met and the purpose of the schemes will get defeated.
