  1. Adarsh Schools in PPP Mode under Punjab Education Development Board (PEDB) Brief description: The Punjab Education Development Act, 1998 was amended in the year 2007 to provide for establishment of Adarsh schools in the State of Punjab and the Punjab Education Development Board was established in January, 2008. 128 sites were being identified to open Adarsh Schools from pre-nursery to 10+2 classes in all the Community Development Blocks in the State.

  2. Implementation 10 to 15 acres land was provided by the respective Gram Panchayats & given to Public Private Partners on the lease basis @ Rs. 50/- per acre, per year for 99 years. As of now there are 26 Adarsh Schools run by Punjab Education Development Board under the Public Private Partnership (PPP Mode). These schools are run on operational cost (Opex) sharing pattern of state with Private partner in the ratio of 70:30.

  3. Salient features of the Adarsh Schools are as under: No fee / admission fee, funds etc. whatsoever is charged from the students of any Adarsh School. Free education is provided to the students of these schools. CBSE pattern has been adopted in these schools. The medium of instruction in these schools is English. Mid-day-meal is given free in these Schools as per rules. Free of Cost Books And Uniform is provided.

  4. Resource Requirement Technical and Financial requirement as Capital expenses ( Copex) for setting up of a new school is 7.5 Crores. For Human Resources and other recurring operational expenses , maximum grant of Rs.1852 per student per month is fixed for the maximum student strength of 2000. The working staff members are recruited by the private partner and different private partners have different systems of Appointment, category of posts , no. of staff members, qualification criteria and salary structure. PEDB reimburses 70 % of the operational expenditure done by these schools on quarterly basis and the bills are verified by concerned District Education officers (SS).95% of 70% Opex is released immediately on processing bills & 5% is released after DEO s submit verification reports.

  7. INSTRUCTIONS FROM HEAD OFFICE The salary to the staff should be paid at DC /Labour Commissioner rates. The leave policy and other service conditions of the staff are as per Management norms only. Nothing to do with Punjab Govt. leave rules. These schools are affiliated to CBSE and must follow CBSE norms . The employees may be on outsource but the services should not be outsourced.
