  1. Nanka Annual General Meeting - 2021 AUGUST 15TH2021, 10:00AM ONLINE MEETING

  2. Quorum Section 4.1 General Meeting a) A General Meeting of the Members shall be held annually at a place as may be designated by the President for the purpose of annual reports, election of NANKA officers for the upcoming year, election of delegates to the USJF and such other business as may come before the meeting. b) At a General Meeting, only Regular Members in good standing (paid-up-members) shall have the right to vote. Voting by proxy is not permitted at any General Meeting. c) At a General Meeting, a minimum of 20 Regular Members in good standing shall constitute a quorum of Members, and ten (10) Member Dojos in good standing shall constitute a quorum of Member Dojos. The General Meeting shall require quorum of both Regular Members and Member Dojos.

  3. Election Voting Section 4.4 Voting at General and Special Meetings b.) Voting at a meeting may be by voice vote or by show of hands, except as otherwise provided hereinafter. Election of officers will be conducted by secret written ballot. Any matters may be voted by secret ballot upon motion to vote by ballot duly approved by a vote of a majority of the Members present at such meeting. MOTION: To defer the use of secret ballot for elections for this meeting, due to its online nature. Approved: Yes

  17. Jr. Promotion Jr. Promotion Board Summary The Junior Board of Examiners shall consist of one (1) Member each from each of the Member Dojos with a rank of Sandan (3-Dan) or higher. Each such Member must be a Member of NANKA for at least two (2) years and shall be appointed by the Head Instructor of the Member Dojo. Chair: Bill Phillips Trace Nishiyama Hayward Nishioka Jr. Promotions Board Agenda for August 15 Board meeting The Jr. Promotions Board has processed 16 Dan promotions and 23 Brown belt promotions in the last year. To help facilitate the Dan promotions process regarding the required Kata, has made it possible to send a Video of the Candidate performing the Kata to the Promotions committee who will review it for completeness and forward the video to the Kata committee for evaluation and approval. USJF has revised the Dan promotion Form 20. It is an editable PDF format. Please submit the completed Form 20 to the Jr Promotions Chairman electronically.

  18. Sr. Promotion Sr. Promotion Board Summary The Senior Board of Examiners shall consist of yudansha with the rank of Rokudan (6th Dan) or higher, who are Regular Members in good standing with NANKA. Chair: Nori Bunasawa Vice Chair: Low Dong Secretary: vacant Verbal report given by Low Dong.

Police Judo curriculum developed with contributions from committee members. 2. Curriculum submitted to Medical and Legal advisors for review and commentary. Medical review complete, legal review pending. 3. In June, a familiarization course was conducted at Adrenaline Martial Arts in San Bernardino. 4. An invitation to conduct a 2-day seminar at Vandenberg Air Force Base for the Security Force Squadron was received and facilitated by Cheryl Harai. The seminar will be conducted on August 21st and 22nd by Robert Draper and Jess Duran. Course liability waiver pending 5. Shirts designed by chair and co-chair for upcoming seminar at Vandenberg AFB were made. A link will be provided for those interested in purchasing a shirt. 6. Misc. - list of law enforcement professionals who belong to Nanka for consideration to be instructors. 7. Misc - How would Nanka accommodate for any future courses, local, distant, etc.

Tournament Panel (I) Held Nanka Tournament panel meeting on Sunday 1 August Purpose To discuss the possibility for Nanka to resume hosting tournaments and the criteria and requirements for hosting Nanka tournaments in the future. Conclusion For two primary reasons, COVID-related and the number of Nanka clubs that remain closed, no commitment to host a tournament was made. We will revisit this discussion after the Labor Day weekend on Sunday 12 September. Refer to separate report under EVP.

  25. Mission Statement and Goals Revision

  26. AMENDMENT 1 To NANKA By-Laws. (August 2021) To approve adding all approved By-Law amendments since August 2020 to a new document Amendment 1 to Nanka By-Laws . See below. Motion: Second: Approved: Yes

  27. Approved changes to be added to next By-Law version (I) Added Medical Advisory Committee (2020) Added: Official Term Start/End (Aug-2020) Officials Elected (unless otherwise stated during the election process) shall begin and end their terms on the same dates as the Nanka Financial Year. (1st September to 31st August) Membership: to be chaired by Medical Advisory Chair and composed of other medically qualified NANKA members as required. The Medical Advisory Committee shall be a sub-committee of the Tournament Committee. Added Teaching and Coaching Committee (Aug-2020) Functions: Provide an advisory support function for NANKA and its member clubs on matters that include a medical or health component, Support the logistical management of the required medical support at NANKA tournaments and technical events, as needed, Membership: to be chaired by Vice-President (Teaching and Coaching) and composed of other NANKA members as required. Establish and maintain a medic roster for use by the Tournament Committee and Event Coordinator, Functions: Provide and support USJF Teaching and Coaching training, certification programs and standards for qualified NANKA members. Provide a platform for including additional relevant teaching and coaching enhancements to NANKA members. Offer continuing education opportunities for teachers and coaches. Have ownership of Teaching and Coaches Code of Conduct and be responsible for infraction conduct review. Maintain an accurate register of USJF (and other valid) Teachers and Coaches. Along with their certification duration. Notifying Nanka Teachers and Coaches when recertification is becoming due. supervise and manage all medical reports for NANKA Tournaments in accordance to required medical and insurance legalities, Manage and ensure that all tournament medical volunteers meet the necessary minimum qualifications and practice requirements, Supervise or arrange judo tournament medical orientation sessions for new medical volunteers as and when necessary, Upon request by a Dojo member or periodically, provide the opportunity (minimum once per calendar year) for relevant judo first aid training. Provide secretarial Committee with copies of procedures, meeting agenda and minutes and archivable training material. Provide advisory role on matters regarding HEADSUP concussion and SafeSport Training to NANKA members Provide the Finance Committee with annual operational budget forecasts of revenue and expenses and other relevant financial data. Provide a summary Report of the Medical Advisory Committee to the Executive Vice- President prior to the BoD meeting. Coordinate with Referee committee to ensure coaches are appraised of current rules Provide secretarial Committee with copies of procedures, meeting agenda and minutes and all medical reports for submission and archive. Coordinate with Development Committee ensure Teachers are appraised of any special skills and needs Provide the Finance Committee with annual operational budget forecasts of revenue and expenses and other relevant financial data. Coordinate with the NANKA Tournament Committee and NANKA Event Coordinator to ensure all medical needs are met and relevant information is shared.

Approved changes to be added to By- Law (III) Added Police Judo Committee (Nov 2020) Mission Statement Kano and the Kodokan stated Judo the gentle way is the using of one s mental and physical strength in the most efficient manner (Seiryoku Zenyo). Through practicing techniques for offense and defense, one disciplines and cultivates body and spirit and thereby masters the essence of this way. Thus, the ultimate goal of Judo is to strive for personal perfection by means of this and to benefit the world. By following these principles, we will make a positive contribution to society (Jita Kyoei) and to criminal justice professionals through the development of a reasonable Use of Force program to control unlawful behavior using Judo techniques that are appropriate, effective, and practical.

Proposed text Section 9.2 Executive Committee Membership - Chaired by the President and composed of the Executive Secretary, Chief Financial Officer, the elected Vice-Presidents. Legal Counsel and Medical Advisory Committee Chairman shall also be included in an advisory role. a) Original text Membership - Chaired by the President and composed of the Executive Secretary, Treasurer, Assistant Treasurer, and seven (7) Vice-Presidents. OFFICER TERM LIMITS OFFICER TERM LIMITS The requirement for limiting the number of consecutive terms of an officer of NANKA to two (2) as defined in section 6.2 of the By-Laws shall be temporarily suspended until the Annual General Meeting of 2025. Wherein the Board of Directors shall consider reinstating the term limits or permanently removing them from the By-Laws. Proposed text to the By-Laws Amendment The requirement for limiting the number of consecutive terms of an officer of NANKA to two (2) as defined in section 6.2 of the By-Laws is suspended until the Annual General Meeting of 2025. Wherein the Board of Directors shall consider reinstating the term limits or permanently removing them from the By-Laws. Motion: Second: Approved: Yes
