Background As the Province is reopening in a gradual way, McGill has also been resuming activities on campus The lock down that started in March had an aim of flattening the curve The current period of reopening aims at living and functioning with/despite the virus We have been ramping up gradually some specific activities, including Construction activities, Research (phase 4 starting soon), In-person clinical teaching (starting now), Other activities (access to offices, administrative services) We are now planning future ramp-up phases 2025-04-12 2
Background Planning Considerations Health and Safety Situation is still very fragile; progressive reopening has led to changing directives from Province, leading to chasing a moving target We need to be there for the students who will be on campus in September Early results from survey have up to 65% of students in the Montreal area in the Fall Oversight of a large scale presence on campus requires resources and preparation time that are scarce; different types of spaces and activities require different planning. Ramp-up activities have been happening very well; members of our community have followed directives and been very cooperative 2025-04-12 3
Potential Phases following 4 phases of research ramp-up Phase 5 (start date ~August 3) Continue phased reopening through research ramp-up, creation of teaching hubs and study spaces, and return of administrative staff to support resumption of activities Bringing back to campus the vibrant campus experience, with expanded expectations on return to campus Preparation of additional buildings for increased occupancy A phased reopening Phase 6 (depending on evolution of health situation in Montreal/QC) A full fledged reopening plan with adapted operating principles and priorities, articulated around an expectation of percentage of presence on Campus (potential target could be 30%) 2025-04-12 4

Phase 5 Objectives (1/2) In alignment with success of earlier ramp-up activities, promote individual responsibility to align with and contribute to health and safety Expectation of 25-30% presence (rotation) of staff for student-facing services and other services in support of resumption of activities Fully working from home is an important way of fulfilling our mission, but it cannot be, in the long-term, the new normal for all, from the perspectives of mental health, staff interaction, team building and onboarding, work effectiveness, work-life balance and management of work hours. As we move into a stage where society tries to continue its activities despite the virus, we should start alternating full work from home with periods of presence on campus bring work back into the workplace and re-balance work-life balance 2025-04-12 6
Phase 5 Objectives (2/2) Finalize research ramp-up: any research ramp-up proposal can be submitted to the corresponding Dean Create 6 to 8 Teaching Hubs: Buildings and portions of buildings dedicated to in-person teaching Allows better control of student flow and management of signage, cleaning, etc Design specific study spaces, potentially as hubs, matched to the number of students who will be present on campus Prioritize readiness of some buildings for higher levels of occupancy (e.g. 680 Sherbrooke, James, ) 2025-04-12 7

Phase 6: aiming for specific level of presence on campus Reasoning would be to define the new normal for the medium term An explicit way of signaling this would be a target percentage of (rotating) staff presence on campus, (could be 30%, TBC) Would require all buildings to be readied for larger occupation More distributed decision process with central directives and oversight Would only be done if health situation in Mtl/QC points to this 2025-04-12 10
