  3. What is a policy brief? Policy briefs agenda setting and policy formulation A document which outlines the rationale for choosing a particular policy alternative or course of action in a current policy debate. It is a part of the agenda-setting and policy formation stages of the policy cycle. Purpose: to convince the target audience of the urgency of the current problem and need to adopt the preferred alternative of action and serve as an impetus for action.
