The Business Process Under the Marriage Act, 2014 REGISTRAR OF MARRIAGES Registration of returns from licensed marriage officials Archival of marriage records CUSTOMARY MARRIAGE Marriage process occurs from commencement to conclusion at community level Marriage should be celebrated in accordance with the customs of one or both of the parties Notification of marriage within three months submitted to registrar CIVIL MARRIAGE Notification by parties intending to marry in prescribed format, 21 days before date of intended marriage Celebration/Registration of marriage presided over by the marriage officer/registrar Issuance of Certificate of Marriage Filing of marriage record RELIGIOUS MARRIAGE (Christian, Muslim and Hindu) Notification by parties intending to marry in prescribed format, 21 days before date of intended marriage celebration Celebration of marriage presided over by licensed religious leader Issuance of Certificate of marriage Forwarding of returns to Registrar for completion of registration process

  2. Major Bottlenecks in the Current Process Centralized System of Registration. Licensed officer presides over a Marriage Celebration and issues a Certificate. Registration takes place in the Registrar s office at the HQ No provision under the Act for compilation of statistics No linkage with other systems especially the NPR and KNBS. Therefore there is no official statistics of registered Marriages and difficulty in establishing family trees in the NPR. Entirely Manual Business Process and Paper based Registry

STRATEGIES TO ADDRESS BOTTLENECKS Decentralization of the entire process of Marriage From Notification, Celebration to Registration Establishment of Linkages between key users of data from the Marriage System Population Register i.e KNBS and National Amendment of the Act to include Provisions on Data compilation and dissemination Policy level intervention and political support for the department to join the NSS and the NPR
