Purpose of the Program Purpose of the Program The purpose of the Center for Independent Living program is to provide support for planning, conducting, administering and evaluating centers for independent living (centers) that comply with the standards and assurances in section 725 of part C of title VII of the Rehabilitation Act of 1973 as amended by the Workforce Innovation and Opportunity Act (WIOA, PL 113-128) consistent with the design included in the State plan for establishing a statewide network of centers. 5

There will be two distinct grant awards There will be two distinct grant awards Discretionary grant for American Samoa $154,046 Discretionary grant for Guam $ 95,096 The reference for both is CFDA number 93.432 Even if you plan to serve both territories, you must develop two separate and free-standing grants. Remember it is possible to apply for both and only receive one, so plan accordingly. 7

Can an existing center apply? Yes, if... Can an existing center apply? Yes, if... You are proposing the expansion of an existing center through the establishment of a separate and complete center (except that the governing board of the existing center may serve as the governing board of the new center) at a different geographical location. Otherwise the applicant cannot currently be receiving funds under Part C of chapter 1 of title VII of the Rehabilitation Act. 9

Go to www.grants.gov Search for the CFDA number (93.432) and tour the application website at http://ilru.adobeconnect.com/p79avk2s0b5/ Applications are available on the website now. You can download a copy to work in as you prepare your proposal. Once you Apply for Grants you can fill them in as you go, save them, and go back and work on them later. 10

Before you apply for the grant... Before you apply for the grant... You must have Adobe Reader installed. Application packages are posted in Adobe Reader format. You may receive a validation error using incompatible versions of Adobe Reader. Grants.gov recommends that you uninstall earlier versions of Adobe Reader and install the latest compatible version. If more than one person is working on your grant, ALL must use the same version of Adobe Reader. 12
The application is submitted electronically The application is submitted electronically This happens at www.grants.gov You can download a copy to work with offline, then upload and submit it. You can also work on line if you are registered, and save as you go, then upload or submit when you are finished. We recommend you upload your final proposal at least a week prior to due date to have time to resolve technology issues. Your deadline for transmittal of applications is no later than 4:30:00 p.m. DC time on August 17, 2015. The funding will be available October 1, 2015. 13

You must submit a written statement that you qualify for an exception, two weeks prior to due date, if you do not submit electronically. If your exception is approved you can submit by mail or in person. 14
T To submit application on Grants.gov you must: o submit application on Grants.gov you must: Secure a Taxpayer Identification Number (TIN) for the 501(c)3 not-for-profit applicant organization. Apply through Internal Revenue Service This is probably the longest process (2-5 weeks). Your non-profit company should already be incorporated in your state or territory to apply for your TIN. Get a Data Universal Numbering System (DUNS) number. Apply through Dun and Bradstreet https://www.dandb.com/free-duns-number/ A DUNS number can be created within one or two business days. Register in System for Award Management (SAM) www.sam.gov Takes 24 to 48 hours Review tip sheet http://www.acl.gov/Funding_Opportunities/Grant_Apps/Register.aspx#SAM 15
If you are missing any of these things... If you are missing any of these things... Don t delay. If you are creating a new non-profit you have very little time to get through all the necessary steps. Incorporation Tax ID DUNS Sam THEN you can actually apply for the funds. 16
If you are currently registered with SAM... If you are currently registered with SAM... You may not need to make any changes. Make certain that the TIN and DUNS numbers are the correct ones. Registration has to be updated annually. If you haven t done this in the past year, the update may take three or more business days to complete. Review your SAM registration to make sure it matches all the other legal documents. 17
Applicant Filing Names Applicant Filing Names Be sure to enter your actual incorporated name in all grant information. It must agree across the different references including IRS, DUNS, and SAM for your application to avoid rejection. Be sure that the person signing the application has been approved by your board as authorized to sign. Keep the minutes for appointment as the AOR (Authorized Organizational Representative) for later review. This name must be registered as the AOR on www.grants.gov For guidance on registration go to http://www.grants.gov/web/grants/register.html 18
What should our project include? What should our project include? Make sure your project is in keeping with the State Plan for Independent Living (SPIL) developed by your Statewide Independent Living Council (SILC). This plan is specific to the territory. Make sure you are including all five of the core services and are clear on how you will provide them. These were discussed in the archived presentation titled Part 1 on http://www.ilru.org/overview-grant- application-opportunity-american-samoa-guam 19

Once youve figured out what to include... Once you ve figured out what to include... Go back to www.grants.gov Click Register in the top right corner of the page. Register as an Organization Applicant. This requires your DUNS number to determine if you have completed the registration in SAM. You will create an account which allows you to apply for this and other federal grants. If you have entered your information in your downloaded copy of the proposal you should now be able to upload it and submit it with all attachments for funding. 21

We suggest you complete them if they apply. How can I find my congressional district How can I find my congressional district code? code? Guam and American Samoa do not have multiple districts. The congressional district code is formatted as a 5- digit number, using the 2 character state abbreviation, a hyphen, and then a 3 character district number. For example, CA-005 for California's 5th district or VA-008 for Virginia's 8th district. Use AS-000 for American Samoa and GU-000 for Guam. 24
Tips for budget development Tips for budget development While the project period is five years (Oct 1, 2015-Sept 30, 2020), your application amount is for one year. Build your budget around the exact amount in the announcement UNLESS you have other funds that you can apply to this project (non-federal resources). In that case the federal part of your budget will be the designated amount from the federal register. You are only required to fill out one grant program function or activity, although you can separate them. Do not include construction or non-allowable costs like lobbying, entertainment (alcohol and food) etc. Reviewers want to see detail in the proposed budget. 25
Attachments Attachments Some are required i.e. project narrative and budget narrative. Attached documents must be PDF read-only, non-modifiable format. Interactive or fillable PDFs will not be reviewed by the grant panel. File names use only these characters: A-Z, a-z, 0-9, underscore ( _ ), hyphen (-), space, period Limit file name to 50 or fewer characters. You will list all of these on the attachment form. We suggest descriptive file names for easy identification of content. (i.e. budgetnarrative.pdf, projectnarrative.pdf, etc.) Do not duplicate file names. 26
Can I copy and paste into the grant form? Can I copy and paste into the grant form? We don t advise it. The content saved in the grant application form is not in Word, so using Word of any version can lead to errors on your application. Use a text editor like Notepad or Text Edit if you feel you cannot type the fresh information into the form. 27
Are there limits to what we can include? Are there limits to what we can include? Yes. The fields where you insert or attach a narrative have space/word limitations. You must squeeze all important information into that limited space. We recommend that your total application package be not more than 20 pages, which has traditionally been the limit that the reviewers read. 28
Follow all instructions carefully Follow all instructions carefully Do not exceed the allowed page number. Give enough detail to show you are prepared to provide services. You will get a receipt if your application has been received. If you don t get it, you should talk to the Support Desk to make sure your grant was received. If ACL rejects your application from GRANTS.GOV, they will notify you if the rejection is due to the date and time stamped by the GRANTS.GOV system. Remember that if your application is not completely uploaded prior to 4:30:00 p.m. Washington, DC time on August 17 your grant will be rejected. 29
Technical Assistance from Grants.gov Technical Assistance from Grants.gov If you have technical difficulties related to the access and use of www.grants.gov, contact the GRANTS.GOV Support Desk at 1-800-518-4726. You must obtain a Grants.gov Support Desk Case Number and must keep a record of it. You may be able to get an extension for submitting the next day if this occurs near the deadline. 30

How grant awards will be made How grant awards will be made A Notice of Award will be sent to the successful applicant(s), either by mail or through an email to a link to access that award. If your application is not evaluated or not selected for funding, ACL will notify you. You agreed in your grant application/assurances that you would meet the requirements of the applicable regulations, including reporting on grant success. Funds will be available October 1, 2015. You are expected to be able to follow requirements from day one. 32
