Insights from 2016 Smoking Policy Survey at Foothill College
In 2016, a Smoking Policy Committee conducted a survey at Foothill College to gather data on smoking habits and attitudes. The committee's charge included regular surveys, reporting data to the Board, and coordinating with relevant authorities. Over 2,900 responses were collected from employees and students, revealing smoking trends and preferences. Recommendations were made based on the survey results for future policy considerations.

Historical Backdrop For over 10 years FHDA District has been increasing the restrictions on smoking to designated areas Three plus years ago District allowed to cite (fine) for violations of District smoking policy Two plus years ago created designated smoking areas within parking lots at Foothill and De Anza California legislature has a number of initiatives going with long range smoking policy implications Smoking cessation programs available for students
Survey Makeup / Distribution Same survey as in the past (two surveys) 20 plus questions and a free form input Distributed to all Foothill faculty and students Open URL with no login required Distributed to all FHDA Central Services Statistical distribution to De Anza students Coordinated through De Anza College Research
Responses FHDA Central services = 46 (20%) FH employees = 251 (50%) FH students = 2,474 (19%) DA employees = 206 (?%) DA students = 345 (11%) % never smoked = 67-75% employees % formerly smoked = 18% employees % currently smoke = ~ 15% employees* ~ 15% of employees and students smoke cigarettes occasionally but not daily
What the Surveys Tell Us We need better and stricter enforcement Most students recognize that smoking is a problem But they feel students have the right to smoke Smokers often feel isolated and targeted Smokers need to smoke for a variety of reasons Concerns over enrollment if we were smoke-free Many people think there are bigger problems Roughly 60 to 70% of employees, and 50 to 60% of students, support 100% smoke-free
Future Policy Directions CA legislation is moving towards a 100% smoke-free environment in all higher education UC is there now, CSU is lagging behind CA community colleges moving towards smoke-free, tied to legislation with CSUs AB 1594: to be smoke-free by January 2018 Cigarette/tobacco purchase age now 21 yrs. Smoking policy committee will recommend better and stricter enforcement if possible
Advice to Faculty Approach smokers with measured caution Assaults (battery) on students / employees Coincident behaviors (drugs) and defiance Call the police if there is a problem situation Bring your concerns to your dean/VP in writing You are a role model and an employee do not smoke outside designated areas!!! Especially in front of students!!!
