It is our hope that the information will serve to inform and to assist you in finding answers to any questions you may have regarding working for ISD 192. Independent School District 192 recognizes casual employees as a very valuable asset to our educational process. As a casual employee in our district, you are a very important person.   4. CASUAL EMPLOYEE PAY RATES AND SALARY INFORMATION Pay dates are the 15thof the month and the last day of the month. Days worked from the 1stthrough the 15thof the month are paid on the last day of that month, and days worked from the 16thof the month through the last day of the month, are paid on the 15thof the following month. If the 15thor the last day of the month lands on a weekend, checks will be deposited on the business day before. Payroll checks are directly deposited into the account specified at the time your application was submitted. There are no fringe benefits for casual employees. Paraprofessional substitutes are paid at a rate of $15.00 per hour, LPN nurse substitutes are paid at a rate of $28.50 per hour and RN nurse subs are paid $30.00 per hour. Substitute Paraprofessional and Nurses must complete a time sheet at each building they work. The building administrator will approve and forward time sheets to the payroll department. You may be subject to having PERA (Public Employee s Retirement Association) withholding. Non-licensed employees working in any position that exceeds $425 in any month will be automatically enrolled. For questions and/or qualifications, please refer to their website at www.mnpera.orgor you may call them at (800) 652-9026. A casual employee is covered by Worker s Compensation and under the district s liability insurance. Casual employee positions are intended to be part time. The school district may limit the number of days a casual employee may work if they consistently work 30 or more hours per week (as defined by the affordable care act) in a combination of all positions in the school district. Casual employees will be notified by the district if this impacts them individually. 4

  5. SUBSTITUTE TEACHER PAY RATES AND SALARY INFORMATION Pay dates are the 15thof the month and the last day of the month. Days worked from the 1stthrough the 15thof the month are paid on the last day of that month, and days worked from the 16thof the month through the last day of the month, are paid on the 15thof the following month. If the 15thor the last day of the month lands on a weekend, checks will be deposited on the business day before. Payroll checks are directly deposited into the account specified at the time your application was submitted. There are no fringe benefits for substitutes. Substitute teachers are paid at a rate of $185.00 per full day and $93.00 per half day. A half-day at two buildings equals one full day pay at the rate of $185.00. If a substitute teacher day is longer than four hours, pay will be for a full-day. If a substitute teacher day is shorter than 4 hours, you will be paid the minimum half day pay rate of $93.00. If you are scheduled to work more than 4 hours, but less than 8, you will be paid the full day rate of pay at $185.00. In both these instances, where you are getting compensated for a half day or full day of work, but scheduled for less, you may be expected to fill in if there are vacancies that went unfilled, until you have reached the minimum 4 hours (half day) or 8 hours (full day) of work. Teacher subs will be paid $25.00 per extra duty if they work during the teacher s designated 50 minute or more prep hour ($16.00 if prep is less than 50 minutes), and $12.50 if they cover lunch/recess duty. Please complete a timesheet for these extra duties and leave them at the building for principal approval. Forms will be forwarded to the payroll office and payment will be included along with your regular sub pay. Bus duty or general supervision does not qualify for extra duty pay, as that is considered part of regular work day responsibilities. All licensed teacher s and RN s will have withheld pre-taxed retirement through the MN Teachers Retirement Association.   6. TAX WITHHOLDINGS Social Security and Medicare taxes are withheld from all employee wages as well as federal and state withholding depending on earnings and number of exemptions claimed. Please advise Human Resources to update your forms should your circumstances change such as number of allowances you would like to withhold or a change in banking information otherwise your information on file will carry forward from year to year. DISTRICT POLICIES You should familiarize yourself with all school district policies which are available on the school district website. These policies are general, but very important. They do pertain to all school staff including casual employees. Individual schools will also have more specific and detailed procedures with which you should become familiar. It is an expectation that all casual employees are familiar with and follow all policies SPECIFIC PERTINENT POLICIES Non-Discrimination Policy It is the policy of the School Board of District 192 that no person shall, on the grounds of race, color, national origin, creed, religion, sex, marital status, status with regard to public assistance, age or disability be excluded from participating in, be denied the benefits of, or be otherwise subject to discrimination under any educational program or in employment, promotion, transfer of recruitment, consideration, or selection; whether full-time under any educational program or activity by the district. Tobacco-Free Schools Independent School District 192 provides a tobacco-free environment for its students, staff and citizens (this includes a prohibition against e-cigarette use). The district s buildings, grounds and vehicles have been designated as smoke-free since August 1, 1988. 6

  7. Drug and Alcohol Offense Independent School District 192 forbids the use of drugs and/or alcohol on school grounds and at school-sponsored activities by students, staff, and citizens. Extensive policies are in place explaining enforcement and discipline procedures and are available on the district website or in the office of the principal. Harassment and Violence Policy Independent School District 192 believes that religious, racial or sexual harassment and violence is inappropriate in schools and workplaces. If students or employees of Farmington Public Schools have concerns or complaints regarding religious, racial or sexual harassment, they are asked to contact our human rights officer, MaryAnn Thomas, District Office, 20655 Flagstaff Avenue, Farmington, MN 55024. E-mail address: mthomas@farmington.k12.mn.us Mandatory Reporting The policy of the school district is to fully comply with Minn. Stat. 626.556 requiring school personnel to report suspected child neglect or physical or sexual abuse. All employees are mandatory reporters. Contact the building principal if you have questions or need to make a report. Bullying Bullying is prohibited and is defined as intimidating, threatening, abusive or harming conduct that is objectively offensive and includes an actual or perceived imbalance of power between the student engaging in bullying and the target of such behavior and the behavior is repeated or forms a pattern; or acts that materially and substantially interferes with a student s educational opportunities or performance or ability to participate in school functions or activities or receive school benefits, services or privileges. Contact the building principal if you have questions. Hazing Hazing is prohibited and means committing an act against a student, or coercing a student into committing an act, that creates a substantial risk of harm to a person, in order for the student to be initiated into or affiliated with a student organization, or for any other school-related purpose. No Food Policy For the safety of our students and in accordance with School District recommendation, staff members are not allowed to bring in any form of treats, candy, snacks, or food to share with students. Copies of the above policies, as well as all School Board policies affecting employees, are available on the district website at www.Farmington.k12.mn.us HEALTH TRAINING Please review the health training PowerPoint that has been shared with you. This covers basic health related information that all school district employees should review. TECHNOLOGY ACCESS Once you have subbed in the district, we will contact our technology department to create a login and password to view your paychecks online. There are instructions on how to view your paycheck attached to this new hire email. PLEASE REMEMBER: WE WILL NOT GENERATE A LOGIN/PASSWORD UNTIL YOU HAVE ACTUALLY SUBBED IN THE DISTRICT AND ARE DUE TO RECEIVE YOUR FIRST PAYCHECK. WORKPLACE INJURY If you are injured at work please call the SFM Work Injury Hotline at 855-675- 3501. The steps if this occurs are the following: 1. Injury Occurs 2. Supervisor and employee call SFM 3. Talk to SFM representative for Treatment recommendation. 4. Director of Human Resources will email you regarding additional contacts/steps if you are seen by a medical provider. 8

  9. EMERGENCY SCHOOL CLOSINGS, DELAYS OR EARLY RELEASES A WEB ALERT IN FRONTLINE WILL BE POSTED AS SOON AS POSSIBLE. You may also check: NOTIFICATION HOTLINE The hotline will have school closing information: 952-985-1100 NOTIFICATION WEB PAGE School closing information will be posted on the District Web Site; www.Farmington.k12.mn.us NOTIFICATION LOCAL TV AND RADIO; The following television stations will be notified by 6:00 a.m. of school closings or changes in start times. We try to have the notification on earlier but sometimes it just isn t possible to make a determination earlier. KARE 11 .Channel 11 WCCO .830 AM & Channel 4 KSTP Channel 5 KMSP .Fox 9/UPN 29 In making the decision to close schools, the Superintendent or designee will consider many factors relating to the safety and health of children. Conditions which would prompt consideration to close schools could be: 1. Weather conditions, both existing and predicted. 2. Actual occurrence or imminent possibility of any emergency condition which would make that operation of schools difficult or dangerous. 3. Inability of teaching personnel to report for duty, which might result in inadequate supervision of students. Please note that casual employees will not be compensated due to emergency school closings. 9

  10. SUBSTITUTE TEACHER QUALIFICATIONS AND REQUIREMENTS A substitute teacher must have a valid, current, Minnesota teaching license. To obtain licensure, contact; Minnesota Public Licensing and Standards Board (PELSB) 1021 Bandana Blvd. E., Suite 222 St. Paul, MN 55108-5111 Phone: 651-539-4200 E-Mail: pelsb@state.mn.us It is the substitute teacher s responsibility to have a current teaching license on file with the Human Resources Department. Recertification forms (CEU s) can be obtained from and turned in to a CEU committee member at any school. If your license is expired, your name will be temporarily inactivated until a valid license is recorded on the PELSB website. Substitute nurses (RN or LPN) must also have a current license on file with the Human Resources Department. Once signed up to sub, Human Resources will notify our district nurse, Sayra Maberry, to contact you to arrange a time for training. That direct number is 651-463-1965 GENERAL SUBSTITUTE INFORMATION Once you have applied for a substitute position and have worked in the district in that capacity, you will remain on the list until further notice. Please notify the Human Resources Department if you wish to be removed. Your Frontline account will stay active from year-to-year unless we are notified by e-mail or phone call that you would like your account inactivated. Your account may be inactivated at our discretion if you have a long period of inactivity, as we will assume you are no longer interested in subbing in our district. If a period of more then 12 months passes between your last paycheck and your next sub job, we are required to process a new criminal background check at your expense. If you wish to remain on the substitute teaching or nurse list, a current licensure must be maintained. 10

FRONTLINE (AESOP/ABSENCE MANAGEMENT) Frontline is the system that Farmington Public Schools uses to track absences and find substitutes for Teachers, Paraprofessionals and Nurses in our district. It is phone and web based. For training and information on how to use Frontline, please refer to the video link below. https://youtu.be/MTuT-e1TRRE FRONTLINE AUTOMATED CALLING PROCEDURES If you have elected to be called by the Frontline automated system, substitutes whose services are required will normally be called the evening before, or between approximately 5:00 a.m. and 8:00 a.m. unless an assignment has been made in advance or an absence occurs during the school day. The Frontline system will continue to call until 11:59 a.m. with short notice absences at most buildings. Take note of the specifics pertaining to each accepted position including the school, the grade and /or subject, and the name of the employee who will be absent. Please listen carefully to the options for accepting/rejecting jobs hanging up on the Frontline automated system is not effective and should never be done. Please make sure to enter the correct option for rejecting a particular job. Otherwise, the Frontline automated system will continue to call you back, slowing the process down for finding an available sub for an absence. All calls made by the Frontline automated system to substitutes are tracked, as well as your response to those calls hang-ups, no answers, rejected job, etc. Frontline will eventually put a sub in reduced calling mode if they do not consistently pick up jobs via the phone. To help keep us in contact with you, please notify the Human Resources Department at (651) 463-5040 of any change in address or phone number. If you wish to be removed from the substitute list, please contact the Human Resource Department. 11

  12. PROCEDURES OF THE DAY Once you have accepted an assignment, you are expected to arrive on time at your assigned school. Go directly to the main office to sign in this is necessary for payroll purposes. Also, this is where you will receive materials which will help you in your assignment for that day. Teacher substitutes should ask the building secretary for substitute computer login and password information at this time. Ask about any early morning duties or other assigned duties and find out where you should report. Begin immediately to familiarize yourself with your schedule. If you have not received teacher lesson plans at the main office and find none in the teacher s room, tell the principal or assistant principal. Other than the 30-minute duty-free lunch period, unscheduled time should be used for grading work, preparing materials, or doing other needed tasks. PROFESSIONAL ETHICS In your role as a substitute, you may have access to student records and reports. These should be handled with extreme care. Many records are of a confidential nature and are maintained in order to provide information for the professional staff on child development. All such materials should be handled in a confidential manner. District policy must be followed concerning signing the forms to view records. Substitute teachers are responsible for knowing the principles of child development, accepted teaching techniques, educational programs, and the rules and regulations of Independent School District 192. These two latter areas can be fulfilled by knowing the information contained in this handbook and by learning as much as you can about the individual schools in which you teach. As a substitute traveling from school to school, you will observe many styles of teaching. We hope that you will understand that not all teachers teach in the same manner. Make every effort to carry on the program of the regular teacher and to accommodate that schedule. 12

  13. Maintain professional standards in each and every situation. Please be careful not to criticize a staff member or student outside of the school or in another school. Please remember, the principal is the person to hear any concerns you may have. The use of the school district technology systems and access to the Internet is a privilege, not a right. The school district reserves the right to limit or remove any user s access to the district s computer system, equipment, email/voicemail system, and Internet access at any time for any reason. Depending on the nature and degree of the violation and the number of previous violations, unacceptable use of the school district system or the Internet may result in one or more of the following consequences: suspension or cancellation of use or access privileges; discipline under other appropriate school district policies including termination of employment; or civil or criminal liability under applicable laws. Personal cell phone use is not allowed during regular school hours. Cell phones should only be accessed during lunch and break times for practical reasons, as well as setting an example for students. According to district policy, staff and substitutes will avoid emphasis on information, activities, and displays related to any one religious tradition. Information, activities, classroom decorations, and displays will reflect a balance of cultural diversity. The district reserves the right to terminate the employment of a substitute at any time. Reasons for such action could include, but are not limited to: lack of initiative, unsatisfactory teaching, inability to maintain a professional classroom environment, failure to implement lesson plans, inappropriate behavior, inability to arrive at work on time, or undue difficulty with discipline. You will be notified if you have been recommended for removal from substituting from the district. IN THE CLASSROOM Most or all of the information needed to carry on the regular classroom program will be available to you when you arrive at your classroom. We request that you follow lesson plans or specific teacher instructions as closely as possible. If there is anything in the lesson plans you do not complete, please leave a note of explanation. 13

  14. Many of our classrooms use I-Pads as an integral part of teaching. Please communicate with the teacher or building principal regarding specifics for your assignment. As a substitute teacher, there are other things with which you will have to become familiar with such as: seating charts; special schedules; a list of student helpers and their assignments; student allergies; lunch/recess schedule; bell schedule; bus schedule; special seating for assemblies; fire drill and lock down procedures, and instructions to follow in case of an accident or illness of a student. Be aware some rules and procedures will vary from building to building such as whether or not to walk student s to/from specialists. These are some of the many responsibilities that might be yours in a substitute teaching day. A dignified, business-like, sensitive, warm and respectful attitude toward students usually merits the respect a substitute deserves. If there are students who become serious discipline problems and/or disrupt the teaching atmosphere to the extent that you cannot carry out your duties, know the procedure to use in contacting an administrator to help resolve the problem. In all other normal teaching situations, the substitute teacher is expected to be able to handle routine discipline problems and any other normal behavior that is exhibited by students. SCHOOL POLICIES Classroom materials and supplies should be used with discretion, properly cared for during the day, and left in orderly fashion at the end of the day. All money collected in the classroom for any reason should be removed from the classroom at the end of the teaching day and turned into the main office in accordance with building procedures. If a person not connected with the school wants information about a child or permission to take a child from the room, refer that person to the main office and alert the office. Under no circumstances should a child be released without permission of the principal. Order and control should be maintained within classrooms, hallways, playground, or in any area of the school. 14

  15. Techniques other than shouting should be used and at no time are you to administer corporal punishment. Again, if you are having a problem, notify the principal. All cases of accident or illness are to be reported immediately to the school office. No medicine is to be administered to students. You are responsible for learning about emergency procedures in each building where you teach. Information concerning students, which may be confidential in nature, should be kept confidential by the substitute. AT THE END OF THE DAY At the end of your assignment, be sure to leave any important information for the regular classroom teacher. Indicate the work you covered, any homework assigned, and discipline problems encountered, and notations regarding any departure from the lesson plans of the regular teacher. Positive statements concerning students or the entire class are important as well. When you leave your classroom at the end of the day, please see that it is in order. When you have completed your work, check out with the school administrative assistant. Report anything that happened during the day that the principal should know. Return to the school administrative assistant any packets or forms which have been given to you during the period of your substituting. EARLY CHILDHOOD FAMILY EDUCATION Also needing substitutes is our Early Childhood Family Education staff. Vacancies could be in any district building, but mainly at the Community Education building at 6100 195thStreet West. This is the same location as Meadowview Elementary School but you will enter through the north door and report to the Community Education office/wing for check-in and classroom assignment. If you are subbing for an ECFE staff member assigned to another district building (North Trail, Riverview, or Tiger Legacy Learning Center), you will be given that location when you pick up the absence. 15

  16. Please report to the building office to sign in. You will hear Early Childhood or Wee Tigers when you are called for subbing and could be working with children from birth to age five. Employees have been directed to include notes to substitutes when they create absences to help clarify the subbing duties. Please note: If you have checked the Community Education box under schools in Absence Management, you will get calls for these types of vacancies. Early Childhood Teacher for ECFE: Early Childhood Family Education (ECFE) is a program that serves children age birth to 5 years. Most of the children attending these classes are 3 years and below. The program is for parents and their children to attend classes together. The first portion of the class, parents will be doing age appropriate activities with their children that you as a sub will coordinate by using the teacher s lesson plans. The second half of the class, the parents will leave for a discussion and you will be responsible for a teaching time for the children. This will include a circle time, art activities, snack, and appropriate preschool activities for the ages of the children. The classes last for 3 hours, duty time includes hour before and hour after class. These classes are held mornings, afternoons, and evenings. Please watch for the times of the classes when you accept the assignment. Parent Education Teacher ECFE: Early Childhood Family Education (ECFE) is a program that serves children age birth to 5 years. Most of the children attending these classes are 3 years and below. The program is for parents and their children to attend classes together. The first portion of the class, parents will be doing age appropriate activities with their children. The second half of class the parents will leave for a discussion and you will be responsible to facilitate a discussion about parenting with the group of parents in a separate room. Topics for discussion can be found in the teacher s lesson plans. The classes last for 3 hours, duty time includes hour before and hour after class. These classes are held mornings, afternoons, and evenings. Please watch for the times of the classes when you accept the assignment. 16

  17. Early Childhood Teacher Wee Tigers: Wee Tigers Preschool is a program for children ages 3-5. The responsibility of the sub is to do circle times, art activities, snack and appropriate preschool activities. The classes last for 2 hours, duty time includes hour before and hour after class. These classes are held mornings, afternoons, and evenings. Please watch for the times of the classes when you accept the assignment. These classes must stay in a 10:1 ratio for staffing. ALL ECFE substitutes teachers and paraprofessionals need to complete a timesheet for payroll. (This is different than other locations where teacher subs DO NOT fill out timesheets.)
