Problem:

Insufficient parking on a daily
basis.

along Martha Drive and Notre
Dame.

Pay Parking
 
Parking lots are costly. A
typical parking space costs
$1,000 to $5,000 to
construct.

Option 1- Gated Parking

An entry and exit bin
and gate will operate to
allow access through the
use of proximity cards or
I.D.
-
Exit station erected to
allow multiple forms of
payment.

Option 2- LUKE II
 
-
Will take a wide variety of payments (coins, bills,
credit cards, debit cards, Pay-by-Phone)
-
Reduces the congestion that a gate would cause at
entry and exits locations
-
One station in every parking lot
 
Case Study (Texas University)
-
LUKE II - 69 stalls generated $207,000
-
Passes - 580 parking stalls that generated $150,000
 
Analyses Conducted
 
-
We looked at locations on campus where pedestrian
traffic interefered with vehicular traffic.
-
Martha Drive and Notre Dame Avenue were determined
to be main problem areas
 
-
We looked at the economic feasibility of both the gated
parking and of using the LUKE II system.
-
LUKE II was determined to be the more profitable of
the two options.
 
Solution: Governor’s Hall
 
-
Available parking was increased
from 87 to 164 spaces.
-
Makes up for the loss of 60
parking spaces at Nicholson
Hall.
-
Added parking was kept at edge
of campus, deterring vehicles
from travelling through campus
core to find parking.
 
Solution: Martha Drive
 
-
Sidewalk was added alongside Martha Drive
by the PSC.
-
Connects to Chapel Square, giving residents
of MacKinnon Hall a direct route to
Bloomfield
-
Students will no longer be walking in the
street
 
Solution: Martha Drive - Bollards
 
-
3 hydraulic bollards were chosen to be
added at intersection next to Mini Moe’s.
-
They could be remotely risen and
dropped to allow for passage of service
vehicles.
-
Added inconvenience would deter traffic
from trying to drive through campus.
-
Would address the safety problem on
campus, as the crosswalk would be just
in front of the bollards
 
Solution: Notre Dame Avenue
 
-
Sidewalks were added between
Marguerite Hall, Lane Hall and JBB.
 
-
Students would no longer need to
cross at blind crest between St.
Ninians and Marguerite.
 
Notre Dame Continued...
 
-
Addition of speed bumps was considered, but
dropped due to use of the road by service
vehicles, emergency vehicles and bus service.
-
Rerouting the road behind Lane Hall was
possible, but couldn’t be justified as the existing
road must remain for emergency vehicles so the
added road wouldn’t be used.
-
Rerouting behind JBB wouldn’t be possible due
to land owned by Highland Crest Homes.

Solution: LUKE II
 
-
Paid parking was selected to be implemented at the lower
Bloomfield parking lot, Nicholson Tower, Chapel Square,
Lane Hall and the Millenium Centre parking lot.
-
Parking would be charged at a rate of $1/hour, capping at $5
for the day. Parking for Chapel Square at a rate of $1.50/hour
capping at $7.50/day
 
Project Outcome
 
Final recommendations for our project were:
 
-
77 parking spaces were added to the Governor’s Hall overnight
parking lot.
-
Sidewalks were added along Martha Drive.
-
Sidewalks were added on Notre Dame.
-
LUKE II paid parking system was selected for use in Bloomfield,
Nicholson Tower, Millenium Centre, Lane Hall and Chapel Square
parking lots.
