What is ISP?
◦
Identified Student Percentage (ISP) is determined by adding the
number of students who are directly certified and marked “04” in
eSchool and the number of students who are marked “01” and appear
on a categorical list.
◦
This does not include student who are “01” based on income.
◦
REMEMBER: Students are to be counted only one time!
◦
Students must be enrolled in school on April 1, 2022 and must be
coded correctly is eSchool.
How is ISP figured?
For each school:
◦
Determine the total number of students who are eligible by direct certification, living in a
household of a directly certified student, or placed on a categorical list by April 1, 2022.
◦
Determine the enrollment on April 1, 2022.
◦
Divide the total number of identified students by the total enrollment and multiply by 100 to
determine the Identified Student Percentage.

Why must I report this information?
◦
Section 104A of the Healthy, Hunger Free Kids Act of 2010 amended
the Richard B. Russell National School Lunch Act to provide the
Community Eligibility Provision as an alternative to household
applications.
◦
Child Nutrition Unit (CNU) is required to collect data
from each
individual school within the district with an LEA
along with
school district and provide feedback to the district and to USDA by
May 1 each year.

District personnel will download the form, complete
the information requested and email the template to
ade.chnutcep@ade.Arkansas.gov

Report must be received Friday, April 15, 2022 by 4:00
p.m.
What do I need to complete the ISP report?
◦
Direct certification lists for 2021-22. Pulls were made on August 25, 2021,
September 23, 2021 and January 25, 2022. The final pull will be on April 1, 2022.
Hard copies of these documents are required for documentation.
◦
Categorical lists pulled on or before April 1, 2022. Each list must be signed and
dated by the appropriate district personnel. These lists include:
Homeless, Foster, Migrant, Runaway, Headstart and EvenStart
◦
Cognos Report: APSCN Meal Status Report for Selected Date (April 1, 2022).
◦
School Enrollment Roster (dated April 1, 2022.)
◦
Cognos Report: Family Address List Report - Optional
◦
Direct Certification – Instant Match dated April 1, 2022 or earlier
◦
Any documentation that allows a student not on the DC list to be classified as “04”
in the meal status report.

Uses of ISP
◦
Reported ISPs are checked by CNU. These numbers are

meet the minimum threshold for participation in CEP.

CNU reports these numbers to USDA Food and Nutrition
Services (FNS). USDA compiles data from all states.

What is ISP? Deadlines April 1st, 2022 The date on which the identified student percentage must be established for determining the eligibility and the claiming percentages to be used. April 15th, 2022 School level percentage data is collected by CNU. CNU notifies LEAs of districtwide eligibility status and provide guidance and information. May 1st, 2022 CNU must post the LEA districtwide and school level lists on the CNU website and send the link to USDA - FNS June 30th, 2022 Interested and eligible LEAs must notify CNU of their intent to participate in CEP.
