EWONAP Staff Changes EWONAP is excited to share that we have had several new team members come on board and are now fully staffed! New members include: Tatiana Colby, Grants Evaluation Specialist Alexandria Burns, Grants Management Specialist Bryan Herdliska, Grants Management Specialist Michelle Johnson, Grants Evaluation Specialist Renata Thakurdya, Grants Evaluation Specialist Two long-time staff members have retired: Andre Gaither, Grants Evaluation Specialist David Thomas, Lead Grants Evaluation Specialist Slide 2
Indian Community Development Block Grant American Rescue Plan (ARP) Update Phase One 11 applications were submitted; all have been reviewed by EWONAP and are pending waiting for review by HQ. Phase Two 13 Applications were received; all are in In process of being reviewed by EWONAP. Phase Three Two applications have been received. Unused IHBG ARP funds will be redirected to the ICDBG ARP grants. Those interested in applying for IHBG ARP funding, should do so ASAP. Slide 3
IHBG Competitive Grant Applications are due on December 1,2021. Grant Ceiling is $5,000,000.00/Grant Floor is $500,000.00 There are several changes from last year s NOFO, please read the document carefully. A few key changes include: o Threshold #5 Late Audit Submissions. Will look at two years of data instead of one. Also, will review whether an applicant or their corresponding Tribe/TDHE has had a late audit submission. o COVID-19. New Language incorporated to address submission delays caused by COVID-19 related factors. o Subfactor 1.2 Procurement and Contract Management. Language was added to clarify that outdated references will not be accepted. o Sub-factor 1.7- Program Performance. Language was added to require a detailed explanation of whether applicants are affected by COVID-19. Slide 4
Why its Important to Submit Timely Audits Audits are reviewed for compliance with the Single Audit Act and Part 200, including timely submittal of audits. Untimely submission includes: Delinquent Reports = Potential Loss of Funds Enforcement Action = Potential Loss of Funds Reduced Points in Competitive Scoring = Potential Loss of Funds Slide 5
Imminent Threat Process Funds are administered on a first come, first serve basis Our office performs the initial review and makes recommendations, while our headquarter office makes the final determination. The grant ceilings is $450,000 for regular projects and up to $900,000 for projects in areas that are declared presidential disasters. Funds have to be used within 12 months. With the exception being new construction projects that might be given additional time. Funds are part of the ICDBG competitive process. Slide 6
