  5. Solution Options Jurisdiction holding the credentials is known Option 1 No Central Database Option 2 Centralized Database Jurisdiction holding the credentials is unknown Option 3 Pointer System

  6. Centralized Database Batch Files Batch Process eCredentials System Jurisdiction 1 Process LE inquiries Batch Process Batch Process Network Law Enforcement Network Law Enforcement User App Server Database Server Jurisdiction 2 IRP data Batch Process Jurisdiction 3 eCredentials stored in a central server Jurisdictions to update data in the central server regularly eCredentials System will consist of: A central database Set of batch programs to receive and process data from Jurisdictions An application to process inquiries from Law Enforcement

  7. Centralized Database -Considerations Jurisdictions have to develop batch programs to send additions, deletions and modifications of the eCredentials to the central server Labor and data center cost to maintain the eCredentials System Data integrity between central database and Jurisdictions have to be maintained Batch introduces discrepancy which would need to be addressed regularly

  8. No Central Database Batch Files Batch Process eCredentials System Jurisdiction 1 Process LE inquiries Batch Process Batch Process Network Law Enforcement Network Law Enforcement User App Server Database Server Jurisdiction 2 IRP data Batch Process Jurisdiction 3

  9. No Central Database Process LE inquiries eCredentials System Jurisdiction 1 Process LE inquiries Routing Program Network Law Enforcement Network Law Enforcement User App Server Jurisdiction 2 Process LE inquiries Jurisdiction 3 eCredentials stored at the jurisdictions Routing program / Enterprise Service Bus to receive request from Law Enforcement and route the request to appropriate jurisdiction

  10. No Central Database - Considerations Less development work for the Jurisdictions No need for a centralized database; no associated data storage costs Avoids data integrity issues Law enforcement receives data in real time

  11. Pointer System Update Pointer eCredentials System Process inquiry Jurisdiction 1 App Server Receive and Update Pointer Database Update Pointer Process LE inquiries Network Law Enforcement Network Process inquiry Law Enforcement User Pointer Database Server Jurisdiction 2 Send inquiry to jurisdiction IRP data pointer Update Pointer Process inquiry Jurisdiction 3 Pointers to eCredentials stored in the Central Pointer Database Jurisdictions update pointer data real time eCredentials System will consist of: A pointer database Process to update the pointers An application to process inquiries from Law Enforcement

  12. Pointer System - Considerations More development work for the Jurisdictions Need for a central pointer database and associated data storage cost Pointer system could keep history of the vehicle credential movement Law enforcement receives data in real time

  13. Summary Centralized Database NO real time data exchange Incurs data storage costs Real time data exchange Does not incur data storage costs Use if LE user knows the Jurisdiction holding the credentials No Central Database Real time data exchange Incurs data storage costs Use if LE user does not know the Jurisdiction holding the credentials Pointer System

  14. Expertise Needed IT Technical (various expertise levels) Regulatory and Legal Plan and Agreement changes Jurisdictional legislative changes Roadside enforcement Deskside administrative Deskside audit Industry (national and jurisdictional)

  15. Challenges Privacy Buy in / benefits, etc. Financial Political Time and resource justification Connectivity

  16. Challenges (continued) Organizational support (financial, politically) Managing expectation Data quality Level/even playing field Getting multiple levels of industry involved

  17. Questions? Comments! It s coming, be a part of the solution!
