  4. 9U Roster and Game Rules - 2020 Players must be 9U-aged (turn 9-years-old or younger during 2020). All games will be five (5) innings long. However, if the game is still taking place after one hour, thirty-minutes, the inning the game is currently in will be finished, and no new innings will be started. Each inning will end with three (3) outs, or four (4) runs scored, except for the fifth inning, in which every player will get a turn to bat regardless of how many outs. There will be no base-on-balls, even if the batter is hit with a pitch and no strikeouts. The coach of the team hitting will pitch overhand and if the ball is hit, he/she cannot participate in the play. Maximum of five (5) players in the infield not including the catcher, and all outfielders are to stay in the grass (if the field has a deep infield, the coaches can agree on a variance to this rule). Can use up to four (4) outfielders in the field for a total of ten (10) players. If a team has seven (7) or eight (8) players, teams can still play but just have a coach do the catching. Coaches will make all calls themselves, rendering it unnecessary to require umpires. If there are issues with coaches making calls themselves, Baseball PEI reserves the right to require umpires for these games. Each player will get a maximum of five (5) swings; if they fail to hit any of these pitches into fair territory, the player will then have to hit off a tee. There will be NO exceptions to this rule. In the past, coaches have disregarded this rule to let the player hit a live pitch. This has slowed the pace of the game down considerably and has also given the hitting tee a negative connotation a connotation that should not happen. Baserunners will not be permitted to take lead-offs, steal bases or advance on passed balls, or advance on balls out of play or in foul. Baserunners cannot score unless batted in; scoring on an overthrow is not permitted and the baserunner must stop at 3rd base. Bunting will not be permitted. All games will be played using Rawlings TVB850 (soft practice) balls. After each game (deadline: 8 am the next day) the home team must record that the game has been played on their team website. - The home team is to provide one (1) brand new TVB850 baseball for each game, and two (2) good second balls.

  5. Playing Equity Rules The following playing equity rules apply for all categories in which all players bat and there are unlimited defensive substitutions, starting in 2020: All physically able and eligible players must be in the batting lineup. Every physically able and eligible player must be in the defensive starting lineup at least one out of every two consecutive games that he/she is present. An equitable usage of the players is expected (e.g. if a team plays two consecutive six [6] inning games of defence, a physically able player must play a minimum of six [6] defensive innings over these two games). Parents/players must recognize the reality that scheduled and unscheduled happenings (e.g. being the visiting team, the ten-run rule, forfeits, ejections, darkness, weather, improper behaviour by a player, et cetera) can and will prevent coaches from applying this rule literally. However, the onus is on the coach(es) to coach by the spirit of the rule, which attempts to ensure that every player bats and every player plays at least half of the defensive innings played by his team. If a coach does not play a player due to disciplinary reasons, that must be communicated to the parents of the player subject to discipline. It is also encouraged that this is communicated to the opposing coach prior to the game.

  6. Play of Play Continued! Baseball PEI is making efforts to improve pace of play at all of our levels Nobody wants a three-hour game As a coach, you have a huge amount of control over this! It starts with preparation and organization. Here are some other tips: Start infield/outfield on time; start game on time INSIST all players hustle on-and-off the field at all times Make sure somebody on the bench is catching for the pitcher when the catcher is last out/on base for the third out If you have an extra player on the bench, they should be having a catch with the nearest corner outfielder Make sure first baseman/centrefielder have balls in gloves once they come into dugout/prior to going out to the field If you are going to have a meeting with all players during the game, do it after they come off the field defensively, NOT as they are about to go onto the field Be organized; if you make defensive/offensive changes, make sure players know well in advance

  7. Baseball PEI Code of Conduct All players, coaches, team managers, parents and members of Baseball PEI are expected to follow this Code of Conduct at all times: Appropriate behaviour is expected from all members of Baseball PEI in any circumstance involving the team, including but not limited to games, practices, training, travelling to and from competition, and hotel stays involved with the competition. Members will behave in a respectful manner to fellow teammates, coaches, opponents, officials, and any other person they may deal with while representing their team during games, practices, or other situations involving baseball. Members will not engage in any unbecoming activity that brings disrepute or criticism towards themselves, their team and/or Baseball PEI. Members regardless of age will not engage in the consumption of tobacco (all types), alcohol and/or marijuana at any Baseball PEI event, game and/or practice. Members will not engage in any activities that are contrary to the laws and regulations of Canada, Baseball Canada, Baseball PEI, and the jurisdiction they are playing in, or engage in any activities that bring themselves, their team, Association/Zone or Baseball PEI into disrepute. Members will not aid or abet other members in any activities that are contrary to the laws and regulations of Canada, Baseball Canada, Baseball PEI and the jurisdiction in which they are playing. Any action that is in defiance of the code of conduct is subject to discipline by the member s team, Association/Zone, and/or Baseball PEI, in accordance with the Policies laid out by Baseball PEI.

  8. Association/Zone Performance Bond Preamble: The Board of Directors of Baseball PEI believes that a Performance Bond is necessary going forward to reinforce the necessity that Associations adhere to meetings and deadlines. We appreciate the co-operation from the majority of teams and are proposing this Performance Bond as a response to the frustration expressed to us by many of the conscientious teams. We strongly believe that the organization and effectiveness of all leagues at all levels will be greatly enhanced when all associations support the structure that is put in place. Bond: All Associations wishing to participate in any Baseball PEI Leagues or Provincial tournaments shall submit an Association Performance Bond of $500 due on 30 April to Baseball PEI. The Association Performance Bond shall be a cheque post-dated to 30 September. If an association does not incur any fines or penalties over the season, the post-dated cheque shall be destroyed on 30 September. All Associations wishing to participate in any Baseball PEI Leagues or Provincial tournaments shall have an Annual General Meeting between the completion of the previous season and 30 April of the next calendar year, and the minutes from the Annual General Meeting and a list of members from the Association s Board of Directors must be submitted to Baseball PEI prior to 30 April. Failure to do this will result in a $100 fine. All zone AAA teams and any Provincial teams participating in Baseball PEI leagues shall submit a performance bond of $200 due on 30 May to Baseball PEI. The Zone Team Performance Bond shall be a cheque post-dated to 30 September. If the team does not incur any fines or penalties over the season, the post-dated cheque shall be destroyed on 30 September. Associations and/or Zones teams that were fined during the summer will receive the remaining balance of their Bond via cheque come 30 September. Specific infractions of this Bond are as follows: Not having a publicly-advertised Association Annual General Meeting before 31 April and submitting the AGM minutes to Baseball PEI - $100 fine. Not having a representative at Start-up League Meeting - $100 fine. Not having a team representative successfully complete a website reporting exercise two (2) days prior to his/her team s first league game - $25 fine. Postponing a scheduled game without just cause - $25 fine. The team judged to be at fault by the League Director will be fined. In some cases, if it is determined that both teams are equally at fault then they will be both fined. Not re-scheduling postponed games within 72 hours - $50 fine. Postponed games are to be re-scheduled at a date that is within 3 weeks of the originally-scheduled date. The team judged to be at fault by the League Director will be fined. In some cases, if it is determined that both teams are equally at fault, they will both be fined. Failing to submit all game results, including pitch counts, APs used and umpires that officiated the game to the Executive Director of Baseball PEI prior to midnight of the date was scheduled/played will result in a fine of $10 per day that the game information is not submitted. For example, if the game is on 5 June, and the information has not been posted in suitable form on the Baseball PEI website until 1 pm on 8 June, the association will be fined $30. Every morning at 8 am, a Director of Baseball PEI will be checking the Baseball PEI website to ensure all games from the night before have properly submitted games results, pitch counts, any APs used and the umpires who officiated the game. If this information is not posted or improperly posted, the appropriate fine will be issued immediately. If a game is suspended, that must be indicated on the website. As well, any pitchers who pitched in that game, any APs used and the umpires who officiated the game must be indicated, despite the game being suspended, at the risk of a $10 fine upon failure to do so. If a game is forfeited or postponed, that must be indicated on the website as well, at the risk of a $10 fine upon failure to do so. Forfeiting a scheduled game, as determined by the Baseball PEI League Director, will result in a $100 fine. If a player is ejected and a team is no longer able to field nine players, this type of forfeit will not result in a $100 fine. Missing Provincial tournament registration deadlines will result in fines. Registration within one week after the deadline will result in a $25 fine. Registration between 8 14 days after the deadline will result in a $75 fine. Registration after two weeks of the deadline will not be permitted unless special permission has been granted by the Board of Directors of Baseball PEI. The appropriate Baseball PEI League Director will determine if there is an infraction of the Performance Bond and notify the offending team coach/manager and the Association President within one (1) day of the decision.

  9. Social Media Policy 12.1 Social Media Underage and/or public consumption of alcohol, and/or alcohol abuse Hazing Sexual exploitation, etc. Social media is an online communication tool that is used to connect people and disseminate information. The membership of Baseball PEI is encouraged to contribute to the promotion of baseball on PEI through social media; however, social media must be used responsibly and with the knowledge that the internet is public domain. An online activity that contradicts the current policies of Baseball PEI or any of its Associations. Inappropriate, derogatory, racist, or sexist comments of any kind. This policy provides guiding principles to follow when using social media and to ensure all teams and members of Baseball PEI are aware that conduct deemed to be inappropriate may be subject to disciplinary actions by the team, the Association, and/or Baseball PEI. Baseball PEI s reputation shall not adversely affected by a member using social media in an inappropriate manner. An online activity that is meant to alarm other individuals or to misrepresent fact or truth. 12.4 Baseball PEI Social Media Accounts This policy applies to all associated with Baseball PEI - Baseball PEI staff, Board members, Association members, coaches, volunteers, players, and officials. Any official Baseball PEI social media accounts must follow these guidelines: They must not publish or post anything that contains or links to libelous, defamatory or harassing content. They must not comment on or publish information that is confidential or in any way sensitive to Baseball PEI, its affiliates, partners or sponsors. They must not publish, post, or comment in any way that brings the organization into disrepute. This policy takes effect when an individual or entity identifies themselves as associated with Baseball PEI, and/or discusses their involvement in the organization on social media. At this point, they are required to convey themselves in accordance with this policy and in a manner consistent with Baseball PEI policies. 12.2 Scope of Policy 12.5 Violation of Policy This Policy covers all forms of social media (including, but not limited to, Facebook, Twitter, Instagram, YouTube, Vine, Periscope, et cetera); commenting on blogs for personal or business, and commenting on public and private web forums. Any violation of this policy must be reported to Baseball PEI. A violation of this policy may result in disciplinary action from Baseball PEI. This disciplinary action will range anywhere from verbal or written warning to a suspension or expulsion. 12.3 Inacceptable Conduct of Baseball PEI Members through Social Media The following are examples of conduct through social media and online mediums that are considered violations of the Baseball PEI Social Media Policy and may be subject to disciplinary action by Baseball PEI: Any statement deemed to be publically critical of Association officials or detrimental to the welfare of the said individual. Negative or derogatory comments about any of the team, Association, and/or Baseball PEI. Any form of bullying, harassment or threats against players or officials. Photographs, video or comments promoting negative and/or criminal behavior, including but not limited to: Drug use
