INTRODUCTION 3 This is a presentation on the: Overview of the Strategic Plan for the period 2015/2020 2019/20 Annual Performance Plan Budget Allocations for the 2019/2021 Medium Term Expenditure Framework (MTEF). The 2015/2020 Strategic Plan was tabled in Parliament on the 11th of March 2015. Since its tabling, only the strategic objectives have been revised in line with the assessment feedback from National Treasury and the Department of Planning, Monitoring and Evaluation (DPME).

  4. SCOPE OF THE DPSAs WORK (1) 4 The DPSA plays a major policy role in establishing public administration norms and standards, which aims to bring about an ethics-driven public administration system that promotes efficiency, effectiveness and innovation in Public Service delivery and administration. The Department provides policy implementation support to departments through the development and issuing of guidelines, frameworks and directives. Due to the central role that it plays, the Department s work mainly involves and affects all national and provincial departments. Over the Medium Term Expenditure Framework, the Department will strengthen the monitoring of the implementation of its policies by national and provincial departments.

  5. SCOPE OF THE DPSAs WORK (2) 5 The Public Administration Management Act (PAMA) was signed by the President in December 2014. The Act seeks to amongst others, provide a legal framework across all three spheres of government for bringing some form of uniformity in the area of ethics and integrity management. This means with the implementation of the PAMA, the DPSA s work will extend to include municipalities and ensure that there are common norms and standards achieved at all government levels. With effect from 1 April 2019, through a Proclamation issued by the President, the following 13 out of 20 Sections of the PAMA were brought into effect: 1. Section 1 - Definitions; 2. Section 2 - Application of Act; 3. Section 3 - Objects of Act; 4. Section 4 - Basic values and principles governing public administration; 5. Section 8 - Conducting business with the State;

  6. SCOPE OF THE DPSAs WORK (3) 6 6. Section 10 - Capacity development by institutions; 7. Section 13 - Compulsory educational requirements for employment 8. Section 14 - Use of information and communication technologies in public administration; 9. Section 15 - Public Administration Ethics, Integrity and Disciplinary Technical Assistance Unit; 10. Section 16 - Minimum norms and standards; 11. Section 17 - Office of Standards; 12. Section 18 - Regulations; and 13. Section 20 - Short title and commencement. As part thereof Sections 15 and 17 of the PAMA became operational and established the Public Administration, Ethics, Integrity and Disciplinary Technical Assistance Unit and the Office of Standards and Compliance. The Unit and the Office are being institutionalised.

  7. SCOPE OF THE DPSAs WORK (4) 7 The remaining sections of PAMA include- 1. Section 5- Individual transfers - policy required to be developed before its implementation; 2. Section 6 Secondments - Policy required to be developed before its implementation; 3. Section 7 - Transfer of employment upon transfer or assignment of functions - provision not possible to implement - repeal proposed; 4. Section 9 - Financial disclosures, which requires regulations for its implementation - Regulations are being developed and it is anticipated to be operationalised on 1 April 2020; 5. Sections 11 and 12 - relates to the National School of Government - the Act envisages the NSG becoming a Higher Education Institution - NSG has made proposals for the amendment of Public Administration Management Act to retain school within the public service and the work in this regard is underway; 6. Section 19 - Repeal and amendment of Laws will be operationalised simultaneously with Sections 5 and 6 and depending on proposal to amend Sections 11 and 12.

SCOPE OF THE DPSAs WORK (5) 8 In terms of Section 18 (2) of PAMA, the Minister for the Public Service and Administration may make regulations insofar as they apply to the municipalities in consultation with the Minister responsible for local government, being the Minister of Co-operative Governance and Traditional Affairs, the Minister responsible for Finance and organized local government being the South African Local Government Association.

ALIGNMENT OF THE DPSAS STRATEGIC PLAN AND ANNUAL PERFORMANCE PLAN TO THE NATIONAL DEVELOPMENT PLAN AND THE MEDIUM TERM STRATEGIC FRAMEWORK 10 The 2015/2020 Strategic Plan has been informed by the NDP in particular Chapter 13 which identifies key actions to be implemented by the DPSA towards the realisation of: An efficient, effective and development oriented public service The 2019/20 APP is aligned to the 2014 - 2019 & 2019 2024 MTSF and also includes other projects and interventions linked to the DPSA s Mandate and Policy Priorities The NDP has been translated into the 2014 - 2019 MTSF which has identified key actions to be implemented and monitored during the 5 year period The DPSA s 2015/2020 Strategic Plan is also informed by the work done by the Department as informed by the Constitutional and Legislative Mandates

ALIGNMENT WITH 2019 2024 MTSF & SONA 11 The Department is required to implement the following priorities (highlighted in green) from the 2019 2024 MTSF and State of the Nation Address: Priority 1: Transform the Economy to Serve the People Priority 2: Advance Social Transformation Priority 3: Build Safer Communities, Fight Corruption and Promote Integrity Outcome: Improved level of trust in the public sector and credibility of public institutions Priority 4: Strengthen Governance and Public Institutions Outcome: Functional and integrated government Outcome: Improved governance and intergovernmental and engagement with citizens Outcome: Honest and capable state with professional and meritocratic public servants Outcome: Professional and ethical Public Service Outcome: Developmental state and compact with citizens, responsiveness, public trust Outcome: Strengthen relations and efficiency in government Priority 5: Build National Unity and Embrace Diversity Priority 6: South Africa, Africa and the World Outcome: Increase investment opportunities for foreign direct investment in the South African economy Priority 7: Preconditions for Success: Electricity, Water, Rail & Ports and Climate Change Outcome: Rehabilitation and restructuring of State Owned Enterprises and State Owned Public Entities. These priorities are translated into targets in the 2019/20 APP.

  13. CONSTITUTIONAL AND LEGISLATIVE MANDATES (2) 13 The Department of Public Service and Administration draws its mandate from Section 197 (1) and (2) of the Constitution, which provides that within public administration there is a Public Service for the Republic, which must function, and be structured, in terms of national legislation, and which must loyally execute the lawful policies of the government of the day. The terms and conditions of employment in the Public Service must be regulated by national legislation. Employees are entitled to a fair pension as regulated by national legislation. In terms of the Public Service Act of 1994, as amended, the Minister for the Public Service and Administration is responsible for establishing norms and standards relating to; 1. The functions of the Public Service; 2. The organisational structures and establishments of departments and other organisational and governance arrangements in the Public Service; 3. The conditions of service and other employment practices for employees; 4. Labour relations in the Public Service 5. Health and wellness of employees; 6. Information management in the Public Service; 7. Electronic government; 8. Integrity, ethics, conduct and anti-corruption in the Public Service; and 9. Transformation, reform, innovation and any other matter to improve the effectiveness and efficiency of the Public Service and its service delivery to the public.

CONSTITUTIONAL AND LEGISLATIVE MANDATES (3) 14 The Public Administration Management Act, 2014 seeks to promote the values and principles contained in section 195(1) of the Constitution of the Republic of South Africa, 1996 by establishing a framework that creates a unified system of public administration that traverses all three spheres of government. The Public Administration Management Act provides for:- 1. 2. 3. 4. employee mobility between all three spheres of government through transfers and secondments; the prohibition of employees and special advisers from doing business with the State; the disclosure of financial interests of employees, special advisers and their spouses/ life partners; the Minister to determine minimum norms and standards relating to, amongst others, section 195 (1) values and principles; capacity development and training; Information and Communication Technology in the public administration; integrity, ethics and disciple; disclosure of financial interests; measures to improve the effectiveness and efficiency of institutions; the Minister to issue regulations regarding a framework for the establishment, promotion and maintenance of service centres to enhance service delivery of services to the public; the establishment of an Public Administration Ethics, Integrity and Disciplinary Technical Assistance Unit to strengthen oversight of ethics, integrity and discipline management and to put in place measures to deal with corruption related misconduct in the public administration; the establishment of the Office of Standards and Compliance to ensure compliance with minimum norms and standards set by the Minister. 5. 6.

  15. NATIONAL DEVELOPMENT PLAN 15 Chapters 13 of the NDP has identified the following strategic goals which must be met to achieve the vision of an efficient, effective and development oriented public service :

  16. 2019/2020 ANNUAL PERFORMANCE PLAN (1) 16 For the 2019/20 financial year, the Department has 35 annual targets, which are further broken down into quarterly targets. Of the 35 annual targets, 22 (63%) of the targets are from the 2014 - 2019 and 2019 - 2014 Medium Term Strategic Framework and the other 13 (37%) targets are in line with the department s mandate and policy priorities. The implementation of the quarterly targets will be monitored on a monthly basis to track progress towards the achievement of the annual targets. Progress on the achievement of the quarterly targets will be reported to the: Executive Authority; Accounting Officer; Portfolio Committee; Audit Committee National Treasury; and Department of Planning, Monitoring and Evaluation. The overall achievement against the 2019/20 annual targets will be reported in the 2019/20 Annual Report of the Department.

  17. 2019/20 ANNUAL PERFORMANCE PLAN (2) 17 PROGRAMME 1: ADMINISTRATION PURPOSE Provide strategic leadership, management and support services to the Department, and coordinate the Department s international relations FUNCTIONS 1. Manage strategic services to the Director-General 2. Coordinate and facilitate multi-lateral and bi-lateral programmes 3. Manage integrated planning, programme and management services 4. Manage and facilitate the provision of financial management services 5. Manage and monitor the provision of human resource and transformation management services 6. Manage the provision of communication and events management services 7. Manage and coordinate the provision of internal legal advice and service 8. Manage and facilitate the provision of Information and Communication Technology management 9. Manage the provision of security and facilities management

  19. 2019/20 ANNUAL PERFORMANCE PLAN (4) 19 PROGRAMME 2: POLICY DEVELOPMENT, RESEARCH AND ANALYSIS PURPOSE Manage and oversee the setting and translation of public administration norms and standards into administrative policy instruments using the research and policy analysis techniques. Manage the organizational functionality assessments of Public Service efficiency and effectiveness which informs public administration reforms FUNCTIONS 1. Manage, coordinate, oversee and promote the development, formulation, evaluation and review of policies within the public sector 2. Provide the transversal costing, modelling and forecasting of all emerging policies 3. Manage the Public Service reforms at a macro/executive level and its impact on public administration in all the spheres of government 4. Facilitate knowledge manage strategies for the Public Service which enrich policy processes and organisational strategies to enhance transformation of public administration 5. Evaluate the implementation of Public Service policies and the efficacy thereof 6. Manage and direct the assessment of impact, feasibility and sustainability of Public Service policies and recommend policy periods and policy moments 7. Design transformation policies and programmes of the Public Service

  20. 2019/20 ANNUAL PERFORMANCE PLAN (5) 20 PROGRAMME 2: POLICY DEVELOPMENT, RESEARCH AND ANALYSIS (Cont.) Subject to approval of the draft Strategic Framework for Norms and Standards by the MPSA; institutionalization of selected aspects towards the draft regulations for the Office of Standards and Compliance conducted (New MTSF implementation of single public administration) 1. Business case on the structure and governance of the Office of Standards submitted to the Director-General (New MTSF implementation of single public administration) 2. Report on support provided to departments to improve on areas of non-compliance with Public Service legislative and regulatory prescripts as identified in the 2017/18 Auditor-General report submitted to the Director-General (New MTSF) 3. Ensure coordinated negotiation and engagement with organised labour, as well as employee relations including grievances, disputes, discipline management 2. Manage the development and support the implementation of remuneration management policies and frameworks, as well as job grading and evaluation and post provisioning 3.
