1. BACKGROUND AND CONTEXT Growing South Africa together for a capable and ethical Public Service
4 1.1 BACKGROUND Although a significant progress has been made in past 28yrs, the Government still face some developmental challenges including Lack of economic transformation, High levels of unemployment, poverty and hunger exacerbated by COVID-19, weaknesses in building a capable state and implementing NDP priorities. The 2019-2024 Medium-Term Strategic Framework (MTSF) is a 5-year implementation plan for the NDP. The MTSF 2019-2024 also sets out the package of interventions and programmes that will advance the seven priorities adopted by government. The Minister for the Public Service Services was allocated indicators and related targets under Priority 1: A capable, ethical and developmental state. The Department developed a roadmap to track and monitor the implementation of MTSF Interventions and Targets including other strategic policy priorities that the DPSA needs to implement during this MTSF period. The Department developed and tabled its strategic plan in June 2020 and both the Strategic Plan and APP s are informed by and aligned to the Priority 1 (one) Building a Capable, Ethical and Developmental State of the 2019 2024 Medium Term Strategic Framework (MTSF) and the DPSA s policy related priorities. 1.2 MTSF 2019-2021 Sets out the long-term vision for the country National Development Plan (NDP) Provides the programme through which South Africa can advance inclusive socio-economic Vision 2030 transformation through development planning Developed as the implementation plan for the Sixth Administration, approved by Cabinet in October 2019. Provides the framework for the implementation of the Seven Apex Priorities announced by the President in the State of the Nation Address (SONA) in June 2019. Medium-Term Strategic Framework Lays out a package of interventions and targets needed to support the achievement of the overarching goals of the NDP of reducing unemployment, poverty and inequality. (MTSF) 2019-2024 Is supported by an integrated monitoring framework to ensure implementation and accountability. MTSF 2019-2021 Cont. The Cluster system of government responsible to track progress, MTSF Priority 1 is tracked through GSCID Cluster Bi annual reports are presented to Cabinet under the leadership of Minister in the Presidency MPSA leads in six targets and supports 11 target. KEY PERFORMANCE HIGHLIGHTS Ethics infrastructure established in the public service this includes : - appointment / designation of ethics officers in each dept (national and provincial department); - Establishment of ethics committees in departments - Ethics survey done every three years - mobilization of international donors to support this work - improved compliance with financial disclosures - introduction of lifestyle audits - DPSA participation in the Fusion Centre provide support in monitoring corruption cases involving public servants amongst others. Governance mechanisms (Ministerial and technical level) for wage negotiations and wage bill management established Extensive review of Personnel Expenditure undertaken in government a process led by DPSA in partnership with national and provincial government departments, and other state agencies. Legislative amendments consulted and supported by partners in particular PSCBC and NEDLAC SA review through the APRM instrument and Country s Second-Generation Review Report presented to AU by His Excellency President Ramaphosa Leverage Cloud technologies in public service with the implementation of the Determination and Directive on the use of Cloud Technologies in the Public Service, fostering a modern and efficient technological infrastructure to enhance service delivery. Strengthening the Cyber security posture of the public service through the implementation of the Directive on Information Security Management in the Public Service. Implementation of the Determination and Directive on ICT service continuity aiming to create dependable operations and underscoring the department s dedication to upholding stringent standards in information and communication technology services for public administration. Strengthened the governance of ICT in the public service with the introduction of the Determination and Directive on Corporate Governance of ICT, emphasizing the promotion of transparency and effective management practices within the realm of information and communication technology. Cabinet approved the framework for HOD Performance Management System for implememtation in 2024 The BPM Programme was developed and approved, with implementation support extended to selected national and provincial departments over the past three years. The Organisational Functionality Assessment (OFA) Directive was issued with effect from 1 April 2022 and selected departments of the first two cohorts of departments were supported. KEY RISKS AND MITIGATION Risk Mitigation Reorganisation of the Departmental structure in 2019/2020 posed challenges due to delays in roll out of the micro structure as a result of engagements and consultations with internal stakeholders Full implementation of SMS and micro structure during 2021/21 FY (How did the full implementation of the structure mitigate the risk) Covid-19 outbreak slowed down performance due to different forms of shutdowns Catch-up plans developed and being implemented hence majority of MPSA led targets are reported as on track. Budget cuts/ reprioritisation the channeling of resources to minimise impact of Covid 19. Partnerships and Donor mobilidation function strengthened Reduced capacity due to budget cuts - 60 vacant DPSA positions cut and funds re-directed in support to interventions. Further cuts undertaken in current financial due to poor economic performance. This affected performance in some of the MTSF deliverables as highlighted in text - The legal mandate of the MPSA is limited to public service which caused mandate issues as targets require public sector-wide approach Explore sustainable mechanisms of engagement within the interdepartmental government co-ordination system e.g integrate agenda items in PCC meetings, MPSA engagement with provincial Cabinets, and or Premiers. Alignment of planning processes and by the economic outlook and clarity on roles of internal stakeholders in planning process Delays experienced during the negotiation process due to engagements complexities to consult and seek by in. 2.1. Amendments to the Public Service Act to support administrative appointments enacted by 2024 YEAR ANNUAL INDICATOR ANNUAL TARGET ACTUAL PERFORMANCE Draft Public Service Amendment Bill produced by 2021 Draft Public Service Amendment Bill submitted to the Office of Chief State Law Advisor for pre- certification YEAR 1: 2020/21 Target Achieved The draft Public Service Amendment Bill was submitted to the Office of the Chief State Law Adviser for pre-certification. The Bill was submitted to Cabinet for approval to consult. Subsequently the Bill was Gazetted in March 2021 for public comment. Revised Public Service Amendment Bill Submit the Revised Public Service Amendment Bill to Cabinet YEAR 2: 2021/22 Target not achieved The Bill was publicly consulted. The consultation processes at PSCBC was extended and finalised in 2022/2023 financial year. Revised Public Service Amendment Bill tabled in Parliament Table the Public Service Amendment Bill in Parliament YEAR 3: 2022/23 Achieved The consultation process on the Public Service Amendment Bill, 2023 was finalized and presented to Cabinet to approve the submission for tabling of the Bill in Parliament. The Bill was duly submitted for tabling to Parliament, after final certification from the Office of the Chief State Law Adviser, through the letters sent by the Minister for Public Service and Administration. 2.2. BPM Programme Progress since inception The pilot of the BPM Programme is scheduled over a five-year period (2019-2024) with the following annual objectives: BPM Year Year 1: 2019/20 Target Development of the BPM Programme Actual Performance Concept note and BPM Programme Approved On-boarding of departments. 2.6. OFA Progress since inception 2.6. OFA Progress since inception BPM Year Year 1: 2022-2023 Target Actual Performance 27 Departments submitted complete OFA Reports with implementation plans. The OFA Directive was issued with effect from 1 April 2022. 50 Departments overall with 15 National Departments and the provincial departments of Northern Cape (11 Departments), Limpopo (11 Departments) and the Eastern Cape (13 Departments) were scheduled to conduct the OFA. 2 Departments submitted partial plans and will continue with the assessment process in the 2023/2024 cycle. 5 Departments were granted deviations by the MPSA and will submit Reports during 2023/2024 cycle. 16 Departments were issued with notices on non- compliance in terms of Section 16 (A) of the Public Service Act. These departments are compelled to submit Reports during 2023/2024 Cycle. A report on the Institutionalisation of the OFA was submitted to the MPSA. Head of Public Administration (HOPA) established in 2021 The HOPA functions were integrated into 2023/24 contract of the DG in the Presidency to support the President on matters of coordination and the management of heads of department. The DG in the Presidency further chairs FOSAD to ensure that coordination includes provinces. Capacity within DPME at a Chief Directorate level that has been designated to support DG Presidency in this role. Citizen Satisfaction Survey: Performance Highlights In the period April 2022 to March 2023, the DPSA conducted a research study that focused on the efficacy of regulated service delivery improvement mechanisms that are in place to ensure quality service delivery to citizens. Both qualitative and quantitative research methodologies were used to gather data from respondents in randomly selected department using five service delivery dimensions, namely: (1) citizen-centeredness; (2) organisational capability and productivity; (3) accessibility management; (4) service delivery improvement performance; and (5) operations management. 80% of consequence management cases related to corruption finalised within 90 days The Lead: PSC, Contributing: DOJ&CD and DPSA, Provinces. The DPSA supports the implementation of this indicator through ongoing engagement with law enforcement agencies in the National Priority Crime Operational Committee (NPCOC), as well as supporting the work of the Fusion Centre. The Fusion Centre was established by the NPCOC to prioritise serious corruption cases. Our focus in the Fusion Centre is to identify public service employees involved in criminal cases and to ensure their cases are reported to their departments, and these must prioritised for finalisation. There is also monitoring of disciplinary cases is monitored and the technical assistance is provided to ensure compliance. Non-compliance letters are circulated to non-compliant departments, and quarterly reports are provided to FOSAD. The Unit also prepares yearly reports to Cabinet. A deviation of 14,60% is recorded, as the departmental status on 31 October 2023 is 15,40% (61 youth aged 18 35 of the 396 persons employed in the department) Youth is not a designated group in terms of the Employment Equity Act, act no 55 of 1998, as a result the department cannot put in place affirmative action measures to promote the employment of youth as a targeted group (as has been done with the appointment of Women into SMS) posts. The department monitors youth representation as vacant posts are filled. A long-term solution is the review of the organisational structure and creation of entry-level technical positions to attract young graduates. The Professionalisation Framework has identified gaps and proposed measures to strengthen the State s ability to attract, retain and build the requisite human resource capacity through - recruitment and selection; - induction and on-boarding; - planning and performance management; - continued learning and professional development; - and career progression, succession planning and management of career incidents of heads of department. The necessary legislative reforms to give effect to the recommendations of the Professionalisation Framework are on track for implementation in 2023/2024 financial year and beyond.
