THE REHABDATA WORKGROUP WILL Analyze VR data in the context of its relationship to WIOA performance measures, other VR program measures, and impact of the VR program; Develop tools/metrics that all State VR agencies may use to gauge performance and make the data user-friendly and relevant to all VR professionals; and Assist the Rehabilitation Services Administration (RSA) in identifying what data RSA can provide, on a regular basis, to all State VR agencies to help assess and inform decisions related to service delivery and performance of the VR program. 4

  6. MEASURABLE SKILL GAINS (MSG) TOOL The MSG Tool includes data State VR agencies reported to RSA in Program Years (PY) 2017 and 2018. The tool is intended to Provide National and State-level MSG data to all VR programs; Provide a resource for State VR agencies to analyze their MSG data, compared to National rates, similar States and/or agencies, and a variety of additional ways; Share a pre-populated tool that any VR program can use, including those who may not have the support of data/technology experts to build a similar tool in-house; Help State VR agencies make decisions about supporting individuals with disabilities on career pathways -- making progress towards reaching their educational and vocational goals; and Provide data to help State VR agencies establish levels of performance for MSG rate for PYs 2020 and 2021. 6

MSG TOOL (continued) The MSG Tool is NOT intended to Replace WIOA performance accountability provisions, regulations, or sub-regulatory guidance; Replace the need for VR programs to analyze their RSA-911 data using their case management system (CMS), other reporting resources, quality assurance activities, etc.; or Tell the whole MSG story (e.g., internal controls: source documentation, policy/procedures, and staff training). 7

UPCOMING PROJECTS AND ACTIVITIES The RehabData Workgroup is planning to provide two more Data Tools: February: Employment Status at Exit and Post-Exit Data Tool March: Pre-Employment Transition Services Data Tool In February, the RehabData Workgroup is meeting at RSA s offices to Establish a set of performance measures, apart from the WIOA common measures, that the Workgroup believes has value in both assessing program performance and sharing the success of the VR program; and Brainstorm other ways of sharing data with VR programs and stakeholders, including a refinement of RSA s Data Dashboards. The RehabData Workgroup will share its work at the CSAVR/NCSAB Spring Conferences and we welcome your feedback before, during, and after these events. 11
