Why Update the OBMP? o We ve accomplished a lot in OBMP implementation but not everything we set out to do. There is more to be done. o The OBMP goals remain the same, but the OBMP Implementation Plan is outdated. o We know more about the basin. o There are new basin management challenges. For instance, there are new regulations and more are on the way. o The storage management plan is outdated. o The OBMP CEQA documentation needs to be updated. o The parties have new needs/wants. o OBMP Update White Paper: An updated OBMP will provide the Judgment parties with: a program-level water resources management plan that maximizes their pumping rights, use of recycled water, use of storage space, and an updated CEQA document to provide certainty for implementation. o The best way to make sure the basin is utilized in an optimal and equitable fashion is to update the OBMP in a collaborative effort.

PE6 vs. Activity EF Objectives o2000 OBMP PE6 Objectives PEs 6 and 7 were included in the OBMP to address the water quality management problems in the Basin. The specific water quality issues addressed by PE 6/7 include: o2020 OBMP Update Activity EF Objectives ocollect and analyze the data and information needed to characterize and proactively plan for the water quality challenges to pumping groundwater for municipal supply in a constantly evolving regulatory environment. oevaluate the treatment and related infrastructure improvements, including the potential for multi- benefit collaborative projects, that can be implemented to ensure groundwater can be pumped for beneficial use as new drinking water regulations are adopted o Watermaster needs to routinely characterize water quality trends and assess how water quality has changed as a result of the implementation of the OBMP o To characterize and address point and non-point sources of groundwater contamination o Legacy contamination in the vadose zone from past agricultural activities that will continue to impact groundwater quality long into the future o Ongoing salt and nutrient loading

PE6 vs. Activity EF Implementation Actions o2020 OBMP Update IP o Reconvene the Water Quality Committee, define objectives, and refine scope of work o2000 OBMP IP PE6 o Watermaster will form an ad hoc committee, hereafter water quality committee. o Develop and implement initial emerging contaminants monitoring plan o Watermaster will refine its monitoring efforts to support the detection and quantification of water quality anomalies. o Prepare a water quality assessment of the Chino Basin and recommendations for a long-term monitoring and assessment program and the scope effort for next steps to optimize mgmt. o If necessary, Watermaster will conduct investigations to assist the Regional Board in accomplishing mutually beneficial objectives. o Implement long-term monitoring and assessment program (continues every year thereafter, subject to periodic modifications). o Annually update priority list and schedule for cleaning up all known water quality anomalies. o Implement projects of mutual interest o Watermaster will seek funding from outside sources to accelerate detection and clean-up efforts. o Perform reconnaissance-level engineering study to address water quality in Chino Basin with and without collaborative projects o Prepare a Groundwater Quality Management Plan to document water quality improvement projects implementation plan o Implement Groundwater Quality Management Plan, including design, build, and construct selected projects

Once this is ready and prepared for each activity, team to help come up with the cheat sheet of which items are required Watermaster activities to implement the Judgement and Peace Agreements. oGroup needs to look at the activities and think about what the parties will say/ask for each activity?
