Mammoth Community Water District (MCWD) faced housing cost challenges affecting workforce recruitment and retention. To address this, they initiated strategies like an Employee Housing Program, Employee Home Loan Assistance Program, and a Van Pool Employee Transportation Association. Background Prior to/post economic crash/recession, all forms of available housing for community were cost prohibitive Housing remains cost prohibitive Adverse effect to attracting and retaining skilled workforce Employees moved to communities one hour or more away, adversely affecting emergency responses MCWD implemented three strategies to offset adverse effects

  3. Employee Housing Program Between 2001 and 2010 the MCWD purchased four condominiums Benefits: Foster recruitment and retention Address the housing cost crisis Workforce lives in community MCWD serves Challenges (there have been several)

Ownership: Employee Home Loan Assistance Program (Homebuyers Down payment Assistance) There are seven employees on the initial program Initially, MCWD provided 50% of the purchase price (maximum $400,000) at no interest, the buyer must contribute at least 5% of the purchase price as a down payment (Adopted 01/17/2008) There is one employee on the revised program Policy revised to 35% of the purchase price (maximum $400,000), must be employed for at least 12 months, must contribute at least 5% of the purchase price as a down payment, variable interest loan payable within 10 years (Amended 07/21/2016)

  5. Miscellaneous Solutions Van Pool Employee Transportation Association (ETA) formed ETA rents a MCWD-owned van for ETA members that live out-of-area Rental cost payment done via payroll deduction MCWD exploring elimination due to challenges to operation and culture
