Procurement Process Cone of Silence During the period from the date of this RFP, through the period that the LYNX Board of Directors approves the award of Contract (including any period during which a procurement protest ( Protest ) has been filed and is pending), Proposers may not directly or indirectly contact any LYNX Board member, any LYNX employee, or LYNX legal counsel regarding this RFP except for questions directed to LYNX Procurement Representative. Any prohibited contact may result in the immediate disqualification of the Proposer from consideration for the award of the Contract and the rejection of any Protest. 4

  5. Bonding Requirements are Waived as this will be a Task Order based construction project. The FTA allows waiver of Bonding as long as the Task Orders are each below the threshold limit of $150,000. This will be addressed as part of Addendum 1 to be issued soon. 5

  6. Proposal Format Proposals shall be organized as follows: Section 1 Section 2 Section 3 Section 4 Section 5 Section 6 Introduction of Proposer Company Qualifications and Personnel and Experience Methodology/Approach to Scope of Work Required Submittals (Forms and Exhibits) Insurance, Bonding Capacity, W-9, Licensing, Certifications References and Project References 6
