KnowledgeTesting After studying the Ohio CDL Manual you will visit a driver exam station to complete a vision screening and the written knowledge testing. ORC 4506.09 The vision screening for a CDL School Bus endorsement applicant requires: Binocular vision - 20/40 visual acuity in each/both eyes Color Recognition - Red, Green, and Amber OAC 4501:1-1-20(E) The written tests are taken in the following order, each require a passing grade of 80% or higher OAC 4501:1-1-08(B): 1. General Commercial Motor Vehicle Knowledge 49 CFR 383.111(a)* *Air Brake 49 CFR 383.111(b) - if the bus you will be driving is equipped with air brakes 2. Passenger 49 CFR 383.117 (a) - must be passed before proceeding to school bus test 3. School Bus 49 CFR 383.123(a)(2) * Applicants holding a valid CDL with the applicable Class of CMV, and Airbrake endorsement, for the bus they will be driving may forgo these tests
Sample of School Bus and Passenger Knowledge Test Questions School Bus Passenger 1. Define the danger zone. How far does the danger zone extend around the bus? What should you be able to see if the outside flat mirrors are adjusted properly? The outside convex mirrors? The crossover mirrors? You are loading students along the route. When should you activate your alternating flashing amber warning lights? You are unloading students along your route. Where should students walk to after exiting the bus? After unloading at school, why should you walk through the bus? What position should students be in, front of the bus before they cross the roadway? Under what conditions must you evacuate the bus? How far from the nearest rail should you stop at a highway-rail crossing? What is a passive highway-rail crossing? Why should you be extra cautious at this type of crossing? 1. 2. What is a standee line? Does it matter were you make a disruptive passenger get off the bus? How far from a railroad crossing should you stop? Purchasing your Commercial Learners Permit (CLP) ORC 4506.10 ORC 4506.06 49 CFR 383.25(a)(1) 49 CFR 383.71 After all tests have been passed, you will proceed to the BMV to purchase the Commercial Learner s Permit (CLP). The Applicant will need to self-certify the type of Commercial Motor Vehicle that they will be operating, as described in the Ohio CDL Manual page 1-7,and on the BMV5159 The Applicant must present their proof of citizenship, or lawful permanent residency, applicable Acceptable Documents The current cost of a CLP that allows the Applicant to operate a school bus for behind the wheel training is $28.50 NOTE: A CLP holder with an S endorsement is restricted from operating the school bus with students/passengers, and must have a licensed driver trainer, or Federal/State qualified auditor, inspector, or examiner, onboard at all times.
EntryLevel Driver Training required for CDL Application ORC 4506.09 49CFR 380 Subpart F Anyone who is obtaining a Commercial Driver License, or adding a Passenger or School Bus endorsement, for the first time must complete Entry Level Driver Training (ELDT). ELDT requirements may be waived only if the applicant has proof that they have previously been issued a CDL with the applicable Vehicle Class (A, B, or C), or endorsements (S, & P)
Scheduling the Skills Test ORC 4506.09 49 CFR 383.25 (e) 49CFR -Part 384 Subpart F The following requirements must be met prior to scheduling the skills test: 1. The Applicant must wait a minimum of 14 days from the date that their CLP was issued 2. If ELDT is required it must be completed, and recorded in the Training Provider Registry (TPR) Scheduling the skills test can be done at a state testing facility or third- party facility. Testing sites are listed on the Ohio BMV website and can be found by clicking on the BMV Locations link. Fees for skills tests are as follows: Pre Trip Basic Maneuvers Road Test 3rd Party $27 $27 $61 State $10 $10 $30
Skills Testing ORC 4506.09 OAC Rule 4501:1-1-28 (B, C, & D) 49 CFR Subpart E , 49 CFR Subpart G The Applicant will arrive at their scheduled appointment time with a vehicle representative of a school bus, their Ohio CLP and Driver License, and their licensed driver trainer, to complete the following skills tests. Vehicle Inspection Test The allotted time is 30 minutes. Applicant must pass the vehicle inspection test which includes the brake check to proceed onto the basic control skills test. Basic Control Skills Test The allotted time is 40 minutes. Applicant must pass the Basic control skills test to proceed onto the road test. Road Test This is a pre-determined route which is approved by a state official. It will include a left side student discharge 13.1.10, railroad crossing, and a roadside stop. NOTE: A vehicle representative of a School Bus that can be used for skills testing is defined as a School Bus in accordance with ORC 4511.01(F), that meet the requirements of ORC 4511.761-4511.772, that is displaying a valid inspection decal as described in ORC 4511.761(A).* * this could include Class B (over 26,001# GVWR), Class C (26,000# GVWR and less), and be equipped with either air brakes or hydraulic brakes, as described on the vehicles door VIN Plate
