Shine Women's Mentoring Service: Supporting Women in Scotland's Health and Social Care System
Shine Women's Mentoring Service in Scotland provides intensive mentoring to women offenders, helping reduce recidivism and promote compliance with court orders. Strategic drivers focus on non-judgmental listening, empowering women to make positive choices, and ensuring consistent support services. The program targets women aged 16 and above, including those in custody and serving short sentences. Through advocacy, emotional support, and personalized care, Shine aims to improve confidence and self-belief among its participants.

Shine Womens Mentoring Service Shine Women s Mentoring Service was established as a direct response to the report from the Commission on Women Offenders. Intensive mentoring (a one-to-one relationship where practical support and monitoring is provided by mentors on a wide range of issues relating to offending behaviour) should be available to women offenders at risk of reoffending or custody to support compliance with court orders. Shine Target Group Women: 16 + Remanded in custody Serving sentences of less than 4 years Subject of a Community Payback Order & at risk of breach Profile - long standing history of multiple and complex issues
Shine Service started 1st April 2013 Target 720 referrals per year Total referrals received now 5000+ 25.5 FTE mentors including Prison Based Champions

Key concerns from analysis of The Outcome Star Mental Health & Well-being Resulting from childhood, ongoing trauma & neglect Drug & Alcohol dependency Initially often to Self Medicate to manage trauma Many also have multiple physical health complaints which they often do not consider a priority
Profile on admission to prison Underweight & malnourished Poor physical, oral, sexual and mental health Poly substance user often topping up Erratic relationship with Health & Social Care Services Little money, debts including arrears, outstanding fines Precarious accommodation
Needs on discharge Pre-arranged community appointments Rapid access to a range of Services to maintain stability achieved during time in prison GP, Addiction, CMHT, Housing/Homelessness, DWP Multi agency transitional plan agreed with woman Named key staff

What is working well? Shine brand is recognised and well regarded Calibre, skills and commitment of mentors Exceeding target of 720 referrals per year (2018/19=796) Participation / engagement by women with Shine 60% of women who engage in prison continue to engage in the community (minimum 2 months) Shine is personalised and tailored to the needs and goals of women
The challenges? Shine is a national service with a flat line budget since 2014 Imbalance of referrals Prison and Community / Geographically Capacity of service resources / demands Multiple & complex needs of women, including health & social care needs Analyse and address causes of disengagement from the service Providing the Service in rural areas Preparing and supporting women to move on from Shine
