Scotland's Independent Care Review: Creating Change for Care-Experienced Children

The Independent Care Review in Scotland engaged with care-experienced children and families to address the shortcomings of the care system. Through listening and understanding their experiences, detailed reports were produced outlining a vision for a more compassionate and effective care system. Plan 21-24 was developed to uphold the promise of better care by involving children in decision-making, nurturing relationships, and providing support where needed.   1. The Independent Care Review For over three years, the Independent Care Review listened to care experienced children, young people and families. It heard about how many of them did not feel loved. Were not kept safe. Were not respected. Listening to their experiences of the "care system" helped make it clear what needed to change. And it helped identify where gaps in Scotland s knowledge existed. Their input allowed the Independent Care Review to produce: a series of detailed reports which outlined a vision for how Scotland should care, and an evidence framework which set out in detail the research backing the promise, and which addressed the gaps care experienced people identified. The promise is based on the experiences of real people, because it aims to create a new way of care that puts those experiences at the centre. #KeepThePromise

  3. A Review like no other.. I can t think of anything during my care experience [I was] allowed to make a decision on. Even things like where we were going to live we weren t told. "I think you have to understand trauma and you have to be able to love your young person and have to understand where they re coming from. The best part about care for me was having new staff in the unit to talk to and I knew they were there for me when I needed them. You definitely get treated different even if you act normal. People judge you for growing up in care..." The above quotes are just a small sample of what the Independent Care Review (Care Review) has heard in 2019 from people across Scotland who generously shared a wide range of experiences of what's known as the care system .

  4. Plan 21-24 The Promise Scotland created Plan 21-24 to outline the first steps of keeping the promise. Together with Change Programme ONE, the Plan sets out what people and organisations must do by 2024 in order to #KeepThePromise Scotland made to children and families. To create it, The Promise Scotland mapped all the conclusions from the Independent Care Review. When it did, it made sure the Plan reflected the lives of children, young people and their families. Keeping the promise will mean seeing things from their perspective. The Promise Oversight Board reviewed Plan 21-24 once it was drafted, and signed off on it before it was published in March 2021. #KeepThePromise

Voice: Children must be listened to and meaningfully and appropriately involved in decision-making about their care, with all those involved properly listening and responding to what children want and need. There must be a compassionate, caring, decision-making culture focused on children and those they trust. People: The children that Scotland cares for must be actively supported to develop relationships with people in the workforce and wider community, who in turn must be supported to listen and be compassionate in their decision-making and care. Family: Where children are safe in their families and feel loved they must stay and families must be given support together to nurture that love and overcome the difficulties which get in the way. Care: Where living with their family is not possible, children must stay with their brothers and sisters where safe to do so and belong to a loving home, staying there for as long as needed. Scaffolding: Children, families and the workforce must be supported by a system that is there when it is needed. The scaffolding of help, support and accountability must be ready and responsive when it is required #KeepThePromise

  7. Difficult day Scenario! Take a few moments to think about a time when you ve had a particularly difficult day and think about how this feels? Here are a few examples to help you Running late for an important meeting. Forgot to meet someone. Work stress or job change. Change in living arrangements. Family and relationship problems. Now take a few minutes to draw, write or select an emoji to match that feeling #KeepThePromise

  8. Young Peoples Voices: Do you have anything or anybody that has helped you through trauma? Music My mum was a huge music fan especially Pink Floyd, after my mum passed away I got into the music she loved and then chose my own music. Music is now a big part of my life and reminds me of my mum. Corporate parents, school and social work I used to self-injure frequently. Over time I realised that the people who were involved in my care, really did care about me and what I was doing to myself. Seeing that I was upsetting them made me think about what I was doing to myself and I took the help and support to stop hurting myself. Social work, Corporateparents Have helped me through my recent trauma and the listen to me to take my mind of things. Advocacy Has helped me and been by my side every time I have needed them. I can contact the person at any time and feels like they know me so well. #KeepThePromise

Participation Groups key messages lots of things helped me to cope especially staff I worked with and going to the Who Cares camp it was the only time I got to spend with my sister staff actually caring about where I was going and who I was hanging out with even though I hated them at the time not having to explain myself at our group cos everybody is the same as me the law changing and promise stuff I get to see my brother not being judged where I live now I can see changes for younger kids, won t change what happened to me but it helps me to know they will do better #KeepThePromise

  10. The Glass Please stand and show what you have drawn, please put down the drawing and pick up a glass. You can hold probably it for a couple of minutes without effort. If you were to hold it for a couple of hours your arm will start to get sore. If you hold it for a day your arm may go numb, and you will probably be exhausted and find it difficult to function like you normally do. The important issue is how long you decide to hold the glass of water for. In fact, the weight of the glass doesn t change in each situation but the longer you decide to hold the glass for the more uncomfortable it becomes for you physically and mentally. Remember the scenarios from earlier, how long do you think you could you hold that feeling for? How heavy does it feel? #KeepThePromise

Plan 21-24 Trauma-informed Organisations that have responsibilities towards care experienced children and families and those on the edge of care will be able to demonstrate that they are embedding trauma informed practice across their work and within their workforce. Youth Justice Children who do need to have their liberty restricted will be cared for in small, secure, safe, trauma- informed environments that uphold their rights. Physical Intervention The workforce will feel supported to respond to behaviour in a trauma informed way that reflects a deep understanding of the children in their care. #KeepThePromise
