Use of Force Training and Policy Review San Francisco Police Department Training Division February 2016
Use of Force Training Review At Chief Suhr s direction, the Department has convened a Training Committee. The Committee will be responsible for the following: Reviewing current training and practices related to Use of Force and Force Options Research best practices at other Law Enforcement Agencies Propose changes to Dept. training, practices, and policies
Changes in Firearms Training and Qualifications During pistol qualifications, officers must wait for the command Threat before they fire at their targets. This requires officers to visually see their own target before firing at the threat. Targets no longer all turn at the same time. A new targeting system will be installed at the Lake Merced Range, so that double sided targets can be used for threat/no threat training. Qualification course has been modified to have officers fire no more than 2 shots for each stage of fire (with threat assessments between shots)
New Mandated Force Options Training As of February 8, 2016, sworn members are required to take 8-hour of classroom, scenario based and practical training at the police range. Sworn members will receive: Classroom Instruction Edged / Other weapon scenarios (Emphasis on time, distance, de-escalation and proportionality) Practical firearms training Pistol Shotgun ERIW Patrol Rifle
Changes in Firearms Qualifications Pistol qualifications will now includes 2 hour of classroom instruction with discussion on policy and de-escalation tactics. Topics include: Responding to incident involving people in crisis Proportional Force Options Sanctity of Life Shooting at moving vehicles Pointing Firearms as a reportable use of force Time, Distance, Cover and Rapport Slowing down incidents when possible
Procedural Justice & Legitimacy Course (Voice, Neutrality, Trust, Respect) On January 12th, 2016, 10 sworn members attended the Procedural Justice and police legitimacy Course hosted by the Oakland Police Department. The department plans on sending these same members to a Train the Trainer course in March 2016. These members will then be responsible for beginning to train the entire department on Procedural Justice and police legitimacy.
Changes in Crisis Intervention / De-Escalation Since August 2015, all recruits have received 40 hours of CIT training. 4 additional officers will be certified to operate the Force Options Simulations (FOS) FOS provides members with force options and shoot/don t shoot scenarios. In October 2015, SFPD added a de-escalation edged weapon scenario to the Officer Safety Field Tactics course for recruit officers. Embedding Mediation Skills Training On February 16-19, 2016, SFPD is hosting a 4-day training (Embedding Mediation Skills in the Police Department to Strength Community-Police Relations). This training will be presented by the NY Peace Institute. 20 sworn members will attend this training. Officers will learn a range of new skills for peacefully de-escalating conflict and constructively engaging the public.
Fair and Impartial Policing Course The Fair and Impartial Policing (FIP) Perspective is based on the science of human bias, including research on Implicit Bias. On March 7-9, 2016, 2 sworn members will attend the Fair and Impartial Policing Train the Trainer Course in Palo Alto. Those 2 sworn members then will begin training the entire department.
Actions in Professional Development In June 2015, SFPD hosted: Blue Courage Inclusive Leadership 7 Habits for Highly Effective People Blue Courage is being presented February 18 and 19, 2016 Recruits receive 4 hours of Blue Courage in the Academy.
Actions and Changes in Use of Force Policy At Chief Suhr s direction, The Department assembled a Policy Committee. The Policy Committee was responsible for researching, reviewing, discussing and proposing changes to all Department policies that relate to the Use of Force and Force Options. The Chief of Police and this committee developed draft policies that were submitted to the Police Commission last week.
Research and Review A SFPD Sergeant from the Training Division visited the United Kingdom and met with the constables of Police Scotland to review and report on their response to armed critical incidents. The reviewed included: Policing philosophy (National Decision Making Model / Emphasis on sanctity of life) Tactics (including time, distance , cover and communications) Training requirements
