2. PROGRESS REPORT December 9, 2016 Commission Meeting Commission President Suzy Loftus directed the Department to: 1. draft an updated use of force policy to present to the Commission in February 2016. 2. request the Police Executive Research Forum (PERF) to provide technical assistance when drafting the use of force policy. 3. create a use of force page on the Commission webpage and include all relevant use of force documents

PROGRESS REPORT January 6, 2016 Commission Meeting Commission President Loftus directed the Department to: 1. attend a series of community meetings organized by the Commission and youth from the Community Safety Initiative to obtain recommendations for the draft use of force policy 2. comply with Mayor Lee s directive to have policies, training and budget recommendations by February 15, 2016

4. PROGRESS REPORT January 12-13, 2016 Members of the Department, Commission and Office of Citizen Complaints attend PERF s conference on Re-Engineering Training on Police Use of Force in Washington, D.C.

PROGRESS REPORT Members of the Department and Commission attended a series of community forum meetings where the public provided comments on what they want included in the draft use of force policy: January 21, 2016 Third Baptist Church January 26, 2016 Bayview YMCA January 27, 2016 Saint Ignatius High School January 27, 2016 Boedekker Park

6. PROGRESS REPORT February 3, 2016 Commission Meeting Chief Suhr requested that the Department be allowed to submit the draft use of force policy on February 10, 2016, after meeting with the DOJ COPS office on February 9, 2016

PROGRESS REPORT February 10, 2016 Commission Meeting SFPD presented four separate draft policies: Draft DGO 5.01, Use of Force Draft DGO 5.01.1, Use of Force Reporting Draft DGO 5.02, Use of Firearms and Lethal Force Special Operations Bureau Order Conducted Energy Devices Commission President Loftus announced a stakeholder working group to review and provide recommendations on Department s draft use of force policies

8. PROGRESS REPORT February 10, 2016 Commission Meeting (cont d) Commissioner Loftus announced the process and tentative timeline for completion of use of force policies: 1. Stakeholders recommendations and draft use of force policies to be sent to DOJ for suggestions (mid to late March 2016) 2. DOJ to provide suggestions on draft use of force policies to the Commission (late March 2016) 3. The Commission to host two Commission Meetings in the community for public comment on the draft use of force policies (early to mid April 2016) 4. The Commission to hold a Commission Meeting at City Hall to discuss use of force draft policies (early May 2016) 5. The Commission to hold a Commission Meeting at City Hall for discussion and action on whether to approve the draft use of force polices for the Meet and Confer process (mid May 2016)

PROGRESS REPORT February 17, 2016 Commission Meeting Chief Suhr announced Deputy Chief Toney Chaplin as the Chief of the Professional Standards and Principled Policing Bureau DC Chaplin will co-chair the Use of Force stakeholders working group along with DC Sainez Captain Yee from the Police Academy presented on use of force training provided to all members of the Department

10. PROGRESS REPORT February 23, 2016 The stakeholder group met for one meeting and provided written and verbal recommendations to the Department on the four use of force draft policies The stakeholder group was unanimous in requesting additional meetings to discuss the use of force draft policies

PROGRESS REPORT The Stakeholder working group included representatives from: SFPD Office of Citizen Complaints Public Defender s Office District Attorney s Office/Blue Ribbon Panel SF Bar Association ACLU Department of Human Resources Community Representative Crisis Intervention Team working group member Coalition on Homelessness Human Rights Commission Community Safety Initiative SF Police Officers Association Officers for Justice SF Pride Alliance National Latino Peace Officers Association Asian Peace Officers Association Women Police Officers Association

12. PROGRESS REPORT February 25, 2016 The Department sent the draft use of force policies to PERF at the direction of Commission President Loftus and asked PERF to provide recommendations on the draft policies

PROGRESS REPORT March 2, 2016 Retired Philadelphia Police Department Commissioner and Co-Chair of the President s Task Force on 21stCentury Policing, Charles Ramsey; Scotland Police Assistant Chief Constable, Bernard Higgins; and PERF personnel conducted training in San Francisco for SFPD Command Staff, Captains, Lieutenants, and Defensive Tactics and Firearms instructors: Use of Force: 30 Guiding Principles for Taking Policing to a Higher Standard

14. PROGRESS REPORT As a result of the stakeholders request, the Department and the Commission agreed to hold two additional stakeholder meetings scheduled on: March 10, 2016 and March 18, 2016

PROGRESS REPORT Similar to the process for the Body Worn Camera policy, throughout the policy there were areas of agreement and areas where stakeholders could not reach consensus The Department identified the areas where consensus was not reached for further consideration by the Commission and the DOJ

16. PROGRESS REPORT March 21, 2016 The Department presented updated draft policies to Commission President Loftus after the completion of the three stakeholder meetings. Commission President Loftus sent the draft use of force policies to the DOJ along with stakeholder written recommendations and Department comments where consensus was not reached

17. PROGRESS REPORT April 5, 2016 The DOJ contacted the Commission and requested additional time to provide recommendations regarding the SFPD s Use of Force policies.
