  1. Port of Stockton Requirements for Restricted Area Identification Access Control / ID Cards

  2. Port of Stockton Access Policy All persons requiring unescorted access to restricted access areas of Port of Stockton facilities must possess a TWIC and a Port Access ID. Persons who do not possess a TWIC may only enter Port of Stockton Facilities with an Port of Stockton Approved TWIC escort.

Port of Stockton Access Policy Who must have a TWIC and Access Card: All Port of Stockton Employees, tenants and their employees, surveyors, agents, stevedores, longshoremen, chaplains, contract labor, delivery persons, vendors, contractors, and temporary workers must have a Port of Stockton issued photo ID Badge. A valid TWIC must be presented to Port of Stockton Police Officers to initiate the application process.

  5. Port of Stockton Access Policy Who does not need a TWIC and Access ID Card: Federal Officials. However, a federal official must present his/her agency issued official credential. State or local law enforcement officials in the normal performance of their duties. Such officials must present his/her agency issued credential. Emergency responders at the State or local level. Such officials may be required to present his/her agency issued credential.

  6. Port Access for Crew Members Crew members, who do not have a TWIC and who wish to disembark from the vessel while at berth, must be escorted side-by-side from the vessel to any destination within the Port of Stockton facilities by an approved TWIC escort. Ship visitors are never allowed at the Port of Stockton.

  7. Port of Stockton Access Policy All access control / ID cards are to be used for entry into the Port of Stockton for business purposes only. Any exceptions to this must be cleared through the Port Police prior to entry. Vehicles entering the Port of Stockton must show an access control / ID card for all persons in the vehicle. Only TWIC holders are allowed unescorted access to restricted areas. All others must be escorted by a TWIC holder trained in the escort regulations. All access control / ID cards are to be returned to the Port Police immediately at the conclusion of the applicant s employment. Both the Employer and the Applicant agree to abide by all of the Port of Stockton rules and regulations, The Department of Homeland Security / U.S. Coast Guard regulations 33CFR 105.255 Maritime Security Facilities. As a reminder, individuals granted unescorted access should carry the TWIC card on their person when they are in the restricted area. Upon request, the TWIC card must be available for inspection within ten minutes. Only one vehicle at a time is allowed through automated gate. Following a vehicle through the gate (piggy backing) without using an access card is prohibited and grounds for removal from the Port and/or revocation of the access card. The Port of Stockton retains the right to revoke the access control / ID card at any time should there be a violation of this agreement.
