  3. Department of Social Development (DSD)/WCED Collaboration: After School Care

  4. DSD/WCED Collaboration - The ECD budget transferred to the WCED was inclusive of the Aftercare budget for 2022/2023. - During discussions between the two departments, it was decided that the WCED will continue to pay the eligible sites for the current financial year. - As of 1 April 2023, DSD will take full responsibility for the After School Care programme. - The following workable operation plan was discussed and implemented: Actions Registration Process DSD Registration Certificates issued WCED Portfolio of Evidence will be compiled by Registration Social Workers Quarterly Reports on the Social Sector Organisations managed and handed over to DSD Access to Social Sector Quarterly Reports Verify compliance against outputs and monitoring norms and standards of After School Centres Transferring Function to DSD Regular meetings to ensure a smooth transition of this function . Handover meeting scheduled for March 2023

  5. ECD Conditional Grant: Subsidy

ECD Conditional Grant: Subsidy Strategic Goal: To increase access to quality Early Childhood Development (ECD) services for poor children. - The PED uses a business plan issued by the National Department of Basic Education. - ECD subsidisation comprises of two budget segments: Equitable Share and ECD Conditional Grant. - PED and ECD programmes enter into a transfer payment agreement (TPAs) which stipulates the purpose of the subsidy.

  7. ECD Conditional Grant: Subsidy - Funding model: Subsidy Value: R17 multiplied by the number of days (264), multiplied by the number of qualifying children attending the ECD centre as agreed in the transfer payment agreement. The eligible children s parents combined salary cannot be more than R 7 600.00 if they fall outside of the designated municipal ward that has been identified for universal targeting of subsidies. - Monthly payments are made on approved grids after verification and compliance checks have been done aligned to the transfer payment agreement. - All entities registered on the Basic Accounting System (BAS) for payment must have a designated bank account in the entities name, a bank confirmation letter and a valid transfer payment agreement. - Nutritional programmes and out of centre based facilities receive funding from the ECD Conditional Grant. - Subsidies may only be reduced in cases of non-compliance as outlined in the transfer payment agreement. - The WCED maintains a database on the status of registration of all ECD centres in the province inclusive of the following basic information: - registration status - capacity of the centre - number of children in attendance( actual) - number of children subsidised - number of children with disabilities subsidised and in attendance

  9. ECD Conditional Grant: Infrastructure

ECD Conditional Grant: Infrastructure Strategic Goal: To increase access to quality ECD services for poor children. - The PED uses a business plan issued by the National Department of Basic Education. - The allocation may be used to do minor infrastructure maintenance works at unregistered ECD centres, conditionally registered ECD centres to enable them to improve their registration status - An assessed list of 39 sites were handed over to WCED for the 2022/23 financial year for maintenance, the WCED infrastructure is unable to execute the grant as stipulated in the business plan. DSD used a social sector organisation to execute the grant, the Auditor General found that the grant must be a goods and service entity not a transfer payment. Current Developments: Assessment of all ECD centres in collaboration with ECD directorate is underway. There is a need to understand the ECD sector and establish risk profiles of all centres. The current plan is to look at safety matters at ECD centres and provide equipment at unregistered and conditionally registered sites.

  11. ECD Conditional Grant: Infrastructure Challenges in Implementing the Conditional Grant within the WCED. Funding in the Conditional Grant need to be more consistent as the inconsistency impacts multi year planning. The list of items identified in the original business plan included maintenance and non- infrastructure equipment. Only a spreadsheet was submitted, detailed assessment reports need to be developed. All the items had no specifications. Non-Infrastructure items to be advertised as a formal tender. Formal tenders need to be planned a year in advance.

ECD Conditional Grant: Infrastructure Allocation Spent (17 November 2022) R 5 214 344,48 (39%) Available Budget (17 November 2022) R 8 115 655.52 R 13 330 000 Funding used towards a Pre Primary School with five Early Childhood classes. As the WCED understands the ECD landscape alignment with the WCED Infrastructure, planning will be incorporated.

The application process was managed centrally at National DSD, all applicants completed documentation via a link. Nationally and Provincially verification was done before payments were authorised. Challenges/reasons for rejection of claims: Cell phone numbers were invalid; bank details incorrect and invalid accounts were closed before payments could be made, lack of proof of employment.
