A brief history of youth justice since 1998 Drivers for change- CJ Act 1991 brings 17 year olds into Youth Courts, Bulger Trial 1993, Persistent youth offending, Audit Commissions Misspent Youth 1996. Public confidence at low ebb. Crime and Disorder Act 1998: Principal aim of the system, statutory duties on local authorities and partners (to deliver specified services, produce an annual YJ plan, and to establish a youth offending team), establishment of YJB. PYO Pledge 1998, final warnings, restorative justice and new orders National roll out of YOTs 2000: a public policy success story Charlie Taylor Review 2016: education at the heart of the system

YOT Inspections HMI Probation s three domains: Organisational Delivery, Court Disposals, and Out-of-court Disposals (also Resettlement after custody) Your services inspections: dates and headline outcomes Thematic inspections Joint targeted area inspections (led by Ofsted) SEND inspections Any local pre-inspection audit work

  6. Current issues and challenges Retaining the specialist role of the youth justice service Out of court disposals- effective assessment and intervention Smaller numbers but with more complex needs and higher risk on the statutory case load Disproportionality including challenges of access to specialist mental health services, speech, language and communication help, and suitable, full time education Developing a culture of sector-led continuous improvement.

  7. For discussion As board members how can you best serve the interests of children on the YJS caseload in discussions within your own organisations? how can you support and challenge each other and your service manager? how can you effectively support and develop your seconded staff? (do you deploy the right people with the right skills?)
